The Silk Road Cooperation

為深入貫徹落實中央周邊外交工作座談會議精神和建設(shè)絲綢之路經(jīng)濟帶及“21世紀海上絲綢之路”的倡議，促進亞洲國家共同繁榮發(fā)展及中國與周邊國家的友好交流與合作，2014年5月27～29日，在甘肅蘭州將舉辦“亞洲合作對話絲綢之路務(wù)實合作論壇”。這是中國政府首次舉辦的以“一帶一路”戰(zhàn)略為主題的大型國際論壇，也是甘肅省第一次舉辦政府間多邊合作機制部長級國際會議。

此次論壇由中國外交部、甘肅省人民政府主辦，亞洲合作對話秘書處協(xié)辦，外交部亞洲司、經(jīng)濟司、甘肅省政府外事辦承辦。論壇以“振興陸上海上絲綢之路，構(gòu)建亞洲區(qū)域經(jīng)濟一體化新格局”為主題。論壇目標為推進絲綢之路經(jīng)濟帶和“21世紀海上絲綢之路”戰(zhàn)略的實施，從密切亞洲各國經(jīng)濟聯(lián)系，帶動區(qū)域經(jīng)濟一體化發(fā)展，構(gòu)建和諧、繁榮的亞洲地區(qū)的戰(zhàn)略高度出發(fā)，打造一個政策溝通、道路聯(lián)通、貿(mào)易暢通、貨幣流通、民心相通的新活力的經(jīng)濟帶，促進與沿線國家在基礎(chǔ)設(shè)施、能源交通、環(huán)保、商貿(mào)和文化旅游領(lǐng)域的務(wù)實合作，推動甘肅絲綢之路經(jīng)濟帶黃金段建設(shè)。

參會人員將圍繞基礎(chǔ)設(shè)施、能源、環(huán)保、商貿(mào)和文化旅游領(lǐng)域合作進行交流。

For the further implementation of the central meeting spirit that directs the neighbor diplomatic work and the construction of the Silk Road economic belt and for the initiative of “Marine Silk Road in the 21st century”， and making contributions to the common prosperity and the friendly exchanges and cooperation between China and neighboring countries， during May 27-29， 2014， the Asia Cooperation Dialogue forum on the Silk Road cooperation will be held in Lanzhou， Gansu Province. This is the first time that the Chinese government holds an international forum under the theme of Silk Road and Silk Road economic belt. Also this is the first time for the government of Gansu Province to hold the international ministerial meeting among different governments in multilateral cooperation mechanism.

The forum was hosted by Chinas Ministry of Foreign Affairs and the peoples government of Gansu Province. The secretariat of the Asia Cooperation Dialogue， the Ministry of Foreign Affairs Asia department， the Ministry of Economic Services， and the Foreign Affairs Office of the peoples government of Gansu Province undertake the meeting affairs. The forum used “revitalization of the maritime silk route of the land， build a new pattern of Asian regional economic integration” as the theme. The aim of this forum is to promote the strategic implementation of economic belt in Silk Road and “Marine silk road” in the 21st century， from the strategic perspective of closing Asian countries economic ties， driving the development of regional economic integration， the constructing a harmonious and prosperous region， to build a dynamic economic belt with policy communication， road unicom， trade opening， currency circulation， and common heart of people； to promote pragmatic cooperation of countries along the Silk Road in the field of infrastructure， energy， transportation， environmental protection， trade and cultural tourism； to promote the construction of economic belt of golden section in Silk Road in Gansu Province.

Attendees will revolve around the cooperation and communication in the field of infrastructure， energy， environmental protection， trade and cultural tourism.

【主要活動】

首腦會議：2012年10月15～17日，ACD首次首腦會議在科威特舉行。會議由科埃米爾（國家元首）薩巴赫主持，各成員國家元首、政府首腦或代表出席。會議討論了亞洲地區(qū)形勢和泛亞合作相關(guān)問題，達成廣泛共識，并發(fā)表了《ACD首次首腦會議公報》。第二、第三次首腦會議將分別于2015年在泰國和2018年在伊朗舉行。

外長會：ACD第一次和第二次非正式外長會議先后于2002年6月19日和2003年6月22日在泰國昌安和清邁舉行。2004年6月22日，第三次外長會議在中國青島舉行。會議發(fā)表了《亞洲合作宣言》和關(guān)于能源合作的《青島倡議》。2005年4月5～6日，第四次外長會議在巴基斯坦首都伊斯蘭堡舉行，重點關(guān)注亞洲經(jīng)濟合作并為ACD成員國間及與其他亞洲國家合作提出遠景規(guī)劃。會議發(fā)表了《伊斯蘭堡宣言》和《關(guān)于亞洲經(jīng)濟合作的伊斯蘭堡倡議》。2006年5月23～24日，第五次外長會議在卡塔爾首都多哈舉行，發(fā)表了《多哈宣言》。2007年6月4～5日，第六次外長會議在韓國首爾舉行，發(fā)表了《首爾信息技術(shù)宣言》。2008年10月16日，第七次外長會議在哈薩克斯坦首都阿斯塔納舉行，發(fā)表了《ACD第七次外長會宣言》。2009年10月15日，第八次外長會議在斯里蘭卡首都科倫坡舉行，發(fā)表了《科倫坡宣言》。2010年11月8～9日，第九次外長會議在伊朗首都德黑蘭舉行，發(fā)表了《德黑蘭宣言》。2011年10月10～11日，第十次外長會議在科威特舉行，發(fā)表了《科威特宣言》?？瓢Ｃ谞枺▏以祝┰跁咸嶙h，2012年在科主辦首次亞洲首腦會議，獲各方響應(yīng)和支持。2013年3月29日，第十一次外長會議在塔吉克斯坦首都杜尚別舉行，批準在科威特設(shè)立ACD臨時秘書處。2013年11月24～25日，第十二次外長會議在巴林首都麥納麥舉行，會議圍繞“促進亞洲域內(nèi)旅游”的主題討論了亞洲地區(qū)形勢、泛亞務(wù)實合作、ACD合作機制建設(shè)等議題，發(fā)表了旨在深化亞洲交流與合作的《麥納麥宣言》。第十三次外長會議將于2014年在沙特首都利雅得舉行。

ACD成立以來，成員國外長每年在聯(lián)合國大會期間舉行一次外長餐會，討論ACD合作進展以及當(dāng)年外長會有關(guān)籌備事宜。

領(lǐng)域及牽頭國：ACD以經(jīng)濟合作為重點，包括能源、農(nóng)業(yè)、生物技術(shù)、中小企業(yè)合作、旅游等20個領(lǐng)域。各國自愿牽頭開展具體領(lǐng)域合作。目前已有24個國家自愿擔(dān)任牽頭國。有關(guān)國家提出牽頭領(lǐng)域合作的概念文件，主辦相關(guān)研討會或論壇等活動。

高級研究小組會：ACD 第六次外長會批準成立高級研究小組，旨在就ACD 的終極目標、資金來源、建立秘書處和二軌參與等問題進行研究。2007年8月20～21日，小組首次會議在泰國曼谷舉行；2008年4月17～18日，小組第二次會議在韓國首爾舉行；8月18～19日，小組第三次會議在哈薩克斯坦阿斯塔納舉行。高級研究小組最終就ACD 未來發(fā)展方向的有關(guān)問題達成共識，將有關(guān)建議提交第七次外長會。2011年2月28日至3月1日，高級研究小組第四次會議在伊朗德黑蘭舉行，討論ACD 引入新項目標準、秘書處、融資機制和二軌等問題。第十次外長會議審議通過了會議報告。

【Main Activities】

Summit： October 15-17， 2012， the first ACD summit was held in Kuwait. The meeting was presided over by Emil （the head of state） Sabah. Each members heads of state， head of government or their representatives joined the meeting. In this meeting， the situation in Asia and issues related with pan-Asia cooperation were discussed and broad consensus had been reached. The ACD Summit Communique was published for the first time. The second and the third summit will be held in Thailand in 2015 and 2018 in Iran respectively.

Foreign Ministers Meeting： the first and the second ACD Foreign Ministers Informal Meeting were held on June 19， in 2002 and successively 2003 on June 22， in Chang Ann and Chiang Mai in Thailand. On June 22， 2004， the third foreign ministers meeting was held in Qingdao， China. The meeting issued the declaration of Asian cooperation and the Qingdao initiative on energy cooperation. April 5-6， 2005， the Fourth Foreign Ministers Meeting was held in the Pakistani capital Islamabad， which focused on the Asia economic cooperation and put forward visions for the cooperation of ACD member states and cooperation with other Asian countries. The meeting issued the declaration of Islamabad and the Islamabad initiative on the Asian economic cooperation. On May 23-24， 2006， the fifth foreign ministers meeting was held in Doha， Qatar， and the Doha Declaration was released. On June 4-5， 2007， the Sixth Foreign Ministers Meeting in Seoul issued the declaration of Seoul information technology. On October 16， 2008， the Seventh Foreign Ministers Meeting was held in the capital of Kazakh， Astana， and issued the declaration of the Seventh ACD Foreign Ministers Meeting. On October 15， 2009， the Eighth Foreign Ministers Meeting was held in the capital of Sri Lanka， Colombo. The Declaration of Colombo was published. On November 8-9， 2010， the Ninth Foreign Ministers Meeting was held in Tehran， Iran， and issued the Declaration of Tehran. On October 10-11， 2011， the Tenth Foreign Ministers Meeting was held in Kuwait， and issued the declaration of Kuwait. Emir （head of state） proposed at the meeting that the 2012 Asia summit be hosted for the first time in Kuwait， and his proposal got response and support from group members. On March 29， 2013， the 11th foreign ministers meeting held in the capital of Tajikstan， Dushanbe， and this meeting approved to set up a interim secretariat of ACD temporary in Kuwait. On November 24-25， 2013， the 12th Foreign Ministers Meeting was held in Bahrains capital Manama， and the conference around the theme of “promoting Asian domain tourism” discussed the issues like the situation in Asia， pan-Asia cooperation， the construction of ACD cooperation mechanism and published the declaration of Manama to deepen exchanges and cooperation. The 13th Foreign Ministers Meeting will be held in 2014 in the capital of Saudi， Riyadh.

Since its establishment， every year the ACD Foreign Ministers Dinner Meeting is held during the UN General Assembly. the ACD progress as well as the affairs about the Foreign Ministers Meeting of that year is discussed.

ACD-related Fields and Lead Countries： ACD places an emphasis on economic cooperation， including energy， agriculture， biotechnology， small and medium-sized enterprise cooperation， tourism， and other 20 areas. The specific area cooperations can be led by any voluntary countries. At present， there are 24 group members serving as leading countries voluntarily. Relevant countries put forward the concept documents about the leading area， and organize relevant seminars or forums and other activities.

Senior Research Group： the sixth ACD Foreign Ministers Meeting approved the establishment of senior research group， for the studies of the ultimate goal of ACD， source of funds， establishment of secretariat and two rails participation. On August 20-21， 2007， the first meeting of this group was held in Bangkok， Thailand. On April 17-18， 2008， the second meeting was held in Seoul， South Korea； On August 18-19， third meeting of this group was held in Astana， Kazakhstan. The senior research group will eventually arrive at consensus on the issues related to the future development direction， and related proposal will be submitted to the seventh Foreign Ministers Meeting. From February 28 to March 1， 2011， the fourth Senior Research Group Meeting was held in Tehran， Iran. The attendees of this meeting discussed the standards for introducing new project， the secretariat， financing mechanism， and two rail，etc.The 10th Foreign Ministers Meeting examined and approved this meeting report.

【中國參與情況】

中國積極參與ACD 相關(guān)活動。國務(wù)院總理溫家寶出席了ACD 第三、四次外長會議開幕式并分別發(fā)表了題為《共同推進新世紀的亞洲合作》和《做亞洲人民可信可靠的合作伙伴》的講話。全國政協(xié)副主席孫家正作為國家主席胡錦濤特別代表出席了2012年10月在科威特舉行的ACD 首次首腦會議并發(fā)表主旨講話，就地區(qū)形勢、泛亞合作和中國的和平發(fā)展闡述了看法和主張。中國外長參加了前六次外長會議，外長代表出席了第七至第十二次外長會議。我方外長或外長代表出席聯(lián)合國大會期間舉行的外長餐會。

中國現(xiàn)擔(dān)任農(nóng)業(yè)、能源領(lǐng)域合作牽頭國。2004年5月，ACD 農(nóng)業(yè)部長級研討會在北京舉行，通過了《ACD 農(nóng)業(yè)部長級研討會聯(lián)合倡議》。作為該倡議的后續(xù)行動，中國又先后舉辦了亞洲水稻發(fā)展研討會、農(nóng)業(yè)政策論壇和農(nóng)業(yè)生物技術(shù)培訓(xùn)班等活動。2008年9月22～25日，中國農(nóng)業(yè)部對外經(jīng)濟合作中心在北京舉辦“ACD 批發(fā)市場論壇”。中國國際扶貧中心自2008年12月在湖北武漢舉辦“亞洲國家發(fā)展（減貧）理論與實踐研修班”以來，迄今已舉行五期研修班，受到各方好評。

2014年1月，外交部陳明明大使正式擔(dān)任中國ACD 高官，將代表中方主持于2014年5月27～29日在甘肅蘭州舉行的“亞洲合作對話絲綢之路務(wù)實合作論壇”。各方屆時將共同探討ACD 在絲綢之路建設(shè)中如何推進互聯(lián)互通、能源、環(huán)保、文化等領(lǐng)域合作。

【Chinese Participation】

China actively participates in ACD related activities. Chinese premier Wen Jiabao attended the third and the fourth foreign ministers meeting opening ceremony， and made speeches titled “Promoting Asian Cooperation in the New Century” and “Be the Trusted and Reliable Partner Asian People” respectively. Sun Jiazheng， vice chairman of CPPCC national committee， as a special representative of President Hu Jintao attended the first ACD summit， which was held in October 2012 in Kuwait. He delivered a keynote speech， through which he expounded the views and propositions on regional situation， pan-Asia cooperation， and Chinas peaceful development. Chinas foreign minister attended the former six foreign ministers meetings， and foreign minister representatives attended the foreign ministers meeting from the seventh to the twelfth. Our foreign minister and foreign minister representatives attended the Foreign Ministers Dinner Meeting during the UN General Assembly.

China now is the leading country in agriculture and energy cooperation. In May 2004， ACD agricultural ministers conference was held in Beijing， the joint initiative of agricultural ministers conference came out in this meeting. As follow-up of the initiative， China has successively held the Asian rice development seminar， agricultural policy forum and agricultural biotechnology training classes and other activities. On September 22-25， 2008， the foreign economic cooperation center in Agriculture Ministry of China held the forum， ACD wholesale market， in Beijing. The International Poverty Reduction Center of China in December 2008 held the seminar about development （poverty reduction） theory and practice of Asian countries. Up to now， totally five sessions， had been held which were highly and widely praised.

In January 2014， Ambassador Chen Mingming from the Ministry of Foreign Affairs became ACD high official of China. And on behalf of China he will host Asia Cooperation Dialogue Forum on the Silk Road Cooperation， which will be held in Lanzhou city， Gansu Province on May 27-29， 2014. Then the group members will jointly explore in the construction of Silk Road how ACD to promote connectivity， energy， environmental protection， and cultural cooperation etc.
