香港紫荊雜志:重慶正成為中國(guó)西部開(kāi)放高地

以重慶為起點(diǎn)的中歐班列(渝新歐班列)成功運(yùn)行,對(duì)絲綢之路經(jīng)濟(jì)帶建設(shè)運(yùn)行起到了先行先試作用。
記者在紫荊雜志位于黃泥磅的辦公室里見(jiàn)到了紫荊雜志重慶聯(lián)絡(luò)站主任徐家強(qiáng),這位經(jīng)驗(yàn)豐富的記者呷著一口茶,談起了對(duì)重慶發(fā)展的看法。
他說(shuō),不久前,搭載80輛進(jìn)口奔馳、寶馬、大眾汽車的中歐班列(渝新歐班列)從德國(guó)的杜伊斯堡車站出發(fā)順利抵達(dá)重慶,這是7月1日國(guó)務(wù)院正式批準(zhǔn)重慶市為汽車整車進(jìn)口口岸后由鐵路進(jìn)入重慶的首批進(jìn)口汽車,這個(gè)首次在中國(guó)西部?jī)?nèi)陸地區(qū)設(shè)立的整車口岸使重慶成為擁有水、陸(包括鐵路)、航空三棲立體開(kāi)放平臺(tái)的內(nèi)陸特大城市,有望成為西部地區(qū)名符其實(shí)的開(kāi)放高地。
他談到,在《中共中央關(guān)于全面深化改革若干重大問(wèn)題的決定》(簡(jiǎn)稱《決定》)的“擴(kuò)大內(nèi)陸沿邊開(kāi)放”章節(jié)中,“兩帶一路”(指絲綢之路經(jīng)濟(jì)帶、長(zhǎng)江經(jīng)濟(jì)帶和21世紀(jì)海上絲綢之路)推進(jìn)建設(shè)成為中國(guó)未來(lái)經(jīng)濟(jì)發(fā)展的“國(guó)家戰(zhàn)略”。以重慶為起點(diǎn)的中歐班列(渝新歐班列)成功運(yùn)行,對(duì)絲綢之路經(jīng)濟(jì)帶建設(shè)運(yùn)行起到了先行先試作用。渝新歐作為一條國(guó)際物流鐵路大通道,與沿途6個(gè)國(guó)家簽訂并已經(jīng)開(kāi)始運(yùn)行的“定起點(diǎn)、定終點(diǎn)、定路徑、定價(jià)格、定時(shí)間”的“五定班列”,不僅提高了重慶的國(guó)際認(rèn)知度,更確立了重慶在中國(guó)西部大開(kāi)發(fā)中的“中心地位”。
徐家強(qiáng)還表示,從中國(guó)區(qū)域經(jīng)濟(jì)發(fā)展的歷史看,都是以中心城市帶動(dòng)區(qū)域經(jīng)濟(jì)和城市發(fā)展,就如深圳帶動(dòng)了珠三角,上海帶動(dòng)了長(zhǎng)三角一樣,在中國(guó)的西部十二省區(qū)中也需要一個(gè)這樣的城市來(lái)引領(lǐng),西部?jī)?nèi)陸城市中,成都、昆明、西安和重慶都可能成為這個(gè)城市。應(yīng)當(dāng)說(shuō),重慶直轄和“中國(guó)城鄉(xiāng)統(tǒng)籌示范區(qū)”為重慶成為“中心”奠定了基礎(chǔ),以重慶為起點(diǎn)的中歐班列(渝新歐班列)和重慶作為長(zhǎng)江黃金水道上游,貨物吞吐和周轉(zhuǎn)規(guī)模最大的航運(yùn)中心,加之重慶在正在建設(shè)的鄭渝昆鐵路為依托的向南開(kāi)放大通道上的“重要節(jié)點(diǎn)”功能,重慶作為中國(guó)內(nèi)陸“開(kāi)放高地”和中國(guó)西部大開(kāi)發(fā)的“中心城市”將由可能變?yōu)楝F(xiàn)實(shí)。
最后他補(bǔ)充到,“山城重慶”在中國(guó)內(nèi)地和海外小有名氣。重慶美女、重慶夜景和重慶火鍋等許多城市特質(zhì)讓到過(guò)這里的人記憶深刻。城市建設(shè)、城市交通、城市功能的完善也讓人們能感受到中國(guó)改革開(kāi)放給內(nèi)陸城市帶來(lái)的巨大變化和影響。外商、港商、臺(tái)胞在重慶的常住人口中已實(shí)現(xiàn)了從“稀有”到“擁有”的轉(zhuǎn)變。開(kāi)放的口岸、保稅港區(qū)、立體交通、國(guó)家級(jí)開(kāi)發(fā)區(qū)等功能性開(kāi)放平臺(tái)將吸引更多海外人士來(lái)共同參與重慶打造內(nèi)陸開(kāi)放高地的進(jìn)程。

The State Council officially approved Chongqing to be the automobile import port on July 1.The Central European trains (Chongqing-Xinjiang-Europeantrain) shipped 80 imported Mercedes-Benz, BMW, Volkswagen from Duisburg in Germany to Chongqing not long ago, it is the first batch of import cars shipped to Chongqing by rail. Chongqing is expected to become truly open highland in the Western region.
Mr. Xu Jianqiang said, in the chapters of “Expanding the Open Interior Borde” from the Decision on several major issues of deepening reform by the CPC Central Committee (the Decision), in which the "Two Zones One road" (a reference to the silk road economy zone, the Yangtze River economic zone and the 21st century Silk Road on the sea) is promoted to be the "national strategies of China's future economic development. Chongqing-Xinjiang-Europe as an international railway, which signed with 6 countries has already begun running the "five block trains" (setting the start point, setting the terminal, fixed-price, fixed-time, fixed path).Not only did it promote the international awareness of Chongqing, but also established the " central position " of Chongqing in the West China development.
He also indicated that from the perspective of regional economic development history in China, they are all based on the central cities to promote regional economic and urban development, it’s like Shenzhen to drive the Pearl River Delta, as well as Shanghai to drive in the Yangtze River Delta, Chongqing, Chengdu, Kunming, Xi’An could also be the one that’s to drive the inland Western China.Chongqing as a municipality and the "demonstration area of city and countryside overall plan" laid a good foundation for Chongqing to become the "Center”. Chongqing-Xinjiang-Europe railway and Chongqing as maximum scale of turnover shipping center in the Yangtze River gold waterways upstream, and the "important node" function of the construction of Zhengzhou-Chongqing-Kunming railway, it as the "open Highland" of inland China and "Center City" in the West China development may become reality.
In the end he also said that the mountain city Chongqing is famous in Mainland China and overseas. The beauty, night view and hot pot make the city impressive. The urban development, urban traffic, improvement of the city function made people feel the great changes and effect to the inner-city brought by China's reform.
The number of foreigners, Hong Kong and Taiwan residents in Chongqing has increased a lot. Open ports, bonded port, transportation, functional open platforms such as these state-level development zones will attract more overseas investors to participate in the processes of building Chonfqing to be the inland open highland.
