Abstract: Among many elements of the national governance system, the national system is the fundamental basis and core of the national governance, and the goal of the national governance is to maximize the protection and play to the institutional advantages of socialism. Since the establishment of China’s socialist system, it has formed an all-round governance structure under the power standard, a performance-based governance structure under the power and right hedge, and a “one core and multiple” collaborative governance structure, which has four governance characteristics of Party and government leading, system integration, endogenous and efficiency. At present, the phenomenon of “overload operation” and “idle operation” coexist at the grass-roots level in China, “public supply” and “demand expectation” and “two skins”. In view of this, the construction of the governance system of socialism with Chinese characteristics must not “do its best in one battle”, but should continue to innovate and improve, so that we can continue to radiate vitality and vitality.

Hobbes, Hegel and Hornett: Three Paradigms of Individual Socialization Theory
Weng Shaolong
(XiamenUniversity,SchoolofHumanities,FujianXiamen361005)
Abstract: In the history of social philosophy, the theory of individual socialization has experienced three paradigms. From Hobbes’ hypothesis of natural state, it takes the mutual conflict between individuals as the necessary prerequisite for the formation of social contract. However, the paradigms of conflict can not well explain the internal relationship between atomic individuals and social organisms. Therefore, Hobbes’ theory of social order only raises questions for modern social philosophy. Hegel continued the dimension of Hobbes’ social struggle, but set the social order as the existence of ethics as a whole. From the individual philosophy of consciousness, with the help of the interactive structure of mutual recognition, the stable personality of mutual recognition developed the structure of social community. However, Hegel gave up this research paradigm later, and did not regard the recognition struggle as the concrete situation of forming social order in the practical philosophy.Hornett tried to carry on Hegel’s unfinished business, and then concretized and realized the abstract recognition structure, reinterpreted the meaning of recognition struggle in the context of contemporary society, developed the logic evolution of individual socialization into the paradigm of social unity, and gave this structure a powerful motivation, that is, to pay attention to and analyze the phenomenon of social contempt. With the help of the empirical research of social psychology, the socialization paradigm of recognition struggle can be established in the contemporary social philosophy.

Jiang Yu
(DevelopmentResearchCenteroftheStateCouncil,DepartmentofMacroeconomicResearch,Beijing100010)
Abstract: China’s medical and health system reform has entered a critical period, and it is urgent to deepen the theoretical research of medical reform. In order to grasp the law of medical and health services, we should first use the correct theoretical tools to understand the attributes of medical and health services. Since the founding of the people’s republic of China, the theorists have successively used the theory of planned economy, the theory of economics in the field of general competition, and the theory of market failure in western economics to understand the medical and health undertakings; at present, it is more necessary to use the theory of socialist political economy and the dual analysis tools of commodities to fully understand the attributes of medical and health services. In the top-level design of the medical and health system, we should pay attention to the method of system theory, and pay attention to the consistency of micro objectives and macro objectives when dealing with the relationship between equity and efficiency, macro efficiency and micro efficiency, basic and non basic. When learning from international experience, we should not only pay attention to the historical background of its establishment, but also take a comprehensive view of its experience and shortcomings.
