2021年6月7日至8日，東盟國家外長齊聚重慶，紀念中國—東盟建立對話關系30周年。記者采訪了北京外國語大學亞洲學院副教授宋清潤，他巧妙地用重慶美食火鍋，來比喻這場“熱辣”外交，解讀中國和東盟這30年的合作發(fā)展歷程—

（宋清潤：這一次是東盟外長齊聚重慶，可以說集聚一堂。）

中國國務委員兼外長王毅與東盟外長會面時說，“很高興在中國著名的山城重慶和老朋友在此見面。”重慶對于中國—東盟合作來講是一個有特殊意義的城市。王毅表示，“重慶同新加坡現(xiàn)在關系越來越好了，特別是我們在一起推進了陸海新通道這個重大的合作項目。目前我看這個項目已遠遠超出了‘中新合作的范圍，成為‘地區(qū)合作一個新的亮點?！?/p>

（宋清潤：重慶人喜歡吃火鍋。重慶的地位就有點像鍋中間的鍋，是個樞紐，是中國西南幾個省市和東盟多個國家建立的陸海新通道的節(jié)點城市。）

會議期間，王毅表示，30年來中國和東盟的關系滄海桑田，取得了巨大的變化和歷史性的進步。

（宋清潤：吃火鍋是一個不斷加菜的過程，菜由少到多，種類有點多。我認為，其實這個跟中國—東盟過去30年的合作有點相似。中國和東盟剛建立對話關系的時候，中國在東盟的貿(mào)易伙伴當中的位次其實是在十幾名，現(xiàn)在我們是東盟最大的貿(mào)易伙伴，而且我們持續(xù)了好多年。中國和東盟建立自由貿(mào)易區(qū)的時候，分了好幾個步驟，中國和泰國、新加坡首先是減免了很多蔬菜、水果的關稅，使雙方的貿(mào)易能夠得到先期的更快發(fā)展，起了一個非常好的示范作用。就像火鍋的辣鍋先開，清湯鍋后開，但是最后我們都開了。對東盟來講，中國也是它第一個建立自由貿(mào)易區(qū)的域外大國，東盟也是中國首個簽署自貿(mào)協(xié)定的區(qū)域組織。）

王毅指出，“我們克服了疫情帶來的不便，成功地舉辦這次線下會議，開展面對面的交流，這充分體現(xiàn)了雙方對彼此的信任，體現(xiàn)了對中國—東盟關系的高度重視，也充分體現(xiàn)了對深化合作的殷切期待?！?/p>

（宋清潤：火鍋的火是這個火鍋熱的動力。中國—東盟合作，這背后有幾個驅動力。危中有機，合作是危機驅動型的。中國是向東盟國家提供疫苗最多的國家，面對地區(qū)共同的危機或挑戰(zhàn)的時候，我們能夠真正做到高度互信，互幫互助，對彼此的認知越來越好。）

這次會議上，菲律賓外長特奧多羅·羅欽表示，中國慷慨捐贈的疫苗極大地幫助了東盟成員國，新冠肺炎疫情告訴我們應該加強應對疫情的能力和準備，同時也說明我們在更多領域還能進一步擴大合作。

（宋清潤：中國—東盟合作經(jīng)過30多年的發(fā)展，就像這個火鍋一樣，越來越熱氣騰騰、蒸蒸日上。）

Wang Yi， Chinese State Councilor and Foreign Minister， said at a meeting with ASEAN foreign ministers， "it's a pleasure to meet old friends here in China's famous mountainous city of Chongqing." Chongqing is a city of special significance for China ASEAN cooperation.）

He said， "the relations between Chongqing and Singapore are constantly improving. In particular， we have jointly promoted the major cooperation project of New International Land-Sea Trade Corridor. At present， I think this project has gone far beyond the scope of "China-Singapore cooperation" and become a new highlight of "regional cooperation."

（Song Qingrun： Chongqing people enjoy hotpot. Chongqing's status is a bit like the inner pot of the hotpot vessel. It is a hub and a node city of the New International Land-Sea Trade Corridor established by several provinces and cities in Southwest China and multiple ASEAN countries.）

Wang Yi said that over the past 30 years， the relations between China and ASEAN has undergone tremendous changes and historical progress.

（Song Qingrun： Eating hot pot is a process of constantly adding a great variety of dishes. In my opinion， this resembles the cooperation between China and ASEAN in the past 30 years. When China and ASEAN first established the dialogue relations， China actually ranked after No.10 amongst ASEAN's trading partners. Now we are ASEAN's largest trading partner for many years. China and ASEAN took several steps to establish a Free Trade Area. First of all， China， Thailand and Singapore lowered and exempted multiple tariffs on vegetables and fruits， which accelerated the trade between the sides preliminarily with an exemplary role. It's like the spicy soup of the hotpot gets boiled first， then the unspicy soup， but in the end the whole pot gets seethed. For ASEAN， China is also the first major country outside of it to establish a Free Trade Area， and ASEAN is also the first regional organization for China to sign a free trade agreement.）

Wang Yi pointed out， "we have overcome the difficulties caused by the pandemic and successfully held this offline meeting and carried out face-to-face exchanges， which fully reflects the mutual trust of the two sides， the importance we attach to China-ASEAN relations， and the ardent expectation for deepening cooperation."

（Song Qingrun： The firey hot pot symbolizes the dynamics. There are also several driving forces behind China-ASEAN. As opportunities are contained in crisis， cooperation is also driven by crisis. China is the country that provides the most vaccines to ASEAN countries. In the face of a common regional crisis or challenge， we can truly achieve a high degree of mutual trust， mutual help and mutual understanding.）

At the meeting， Teodoro Locsin， Foreign Minister of the Philippines，said that the vaccine donated by China has greatly helped ASEAN Member States. COVID-19 has told us that we should strengthen our capacity to respond to the epidemic and preparedness. At the same time， it also shows that we can further expand cooperation in more areas.

（Song Qingrun： After more than 30 years of development， China-ASEAN cooperation， like the hotpot， is at full steam.）
