China （Chongqing） launches the construction of the first batch of 10 Pilot Free Trade Zone Linked Innovation Areas

11月2日，中國（重慶）自由貿(mào)易試驗區(qū)聯(lián)動創(chuàng)新區(qū)啟動建設(shè)新聞發(fā)布會在市商務(wù)委舉行。

市商務(wù)委黨組成員、副主任李巡府介紹，重慶市將在重慶高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)、重慶經(jīng)濟技術(shù)開發(fā)區(qū)、長壽經(jīng)濟技術(shù)開發(fā)區(qū)、萬州經(jīng)濟技術(shù)開發(fā)區(qū)、永川高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)、涪陵高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)、重慶公路物流基地、黔江正陽工業(yè)園區(qū)、墊江高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)、云陽工業(yè)園區(qū)建設(shè)中國（重慶）自由貿(mào)易試驗區(qū)聯(lián)動創(chuàng)新區(qū)（以下簡稱聯(lián)動創(chuàng)新區(qū)）。這是重慶市第一批建設(shè)的自貿(mào)試驗區(qū)聯(lián)動創(chuàng)新區(qū)。

建設(shè)自貿(mào)試驗區(qū)是我國在新時代全面深化改革、擴大開放的一項戰(zhàn)略舉措。重慶自貿(mào)試驗區(qū)作為黨中央、國務(wù)院批準設(shè)立的第三批自貿(mào)試驗區(qū)，掛牌運行四年多來，深入貫徹落實習(xí)近平總書記對自貿(mào)試驗區(qū)建設(shè)和重慶發(fā)展作出的系列重要指示批示精神，堅持以制度創(chuàng)新為核心，推動先行先試，開展首創(chuàng)性、差異化的改革探索，充分發(fā)揮了改革發(fā)展排頭兵、開放發(fā)展制高點、創(chuàng)新發(fā)展先行者作用，有力推動了重慶實現(xiàn)更高水平的開放和更高質(zhì)量的發(fā)展。

為什么要設(shè)立聯(lián)動創(chuàng)新區(qū)？李巡府表示，自貿(mào)試驗區(qū)作為國家改革開放的“試驗田”，承擔(dān)著為全面深化改革和擴大開放探索新途徑、積累新經(jīng)驗的重任，自貿(mào)試驗區(qū)先行先試取得的成果，只有在更大范圍內(nèi)進行復(fù)制與推廣，才能更大程度地發(fā)揮自貿(mào)試驗區(qū)的示范引領(lǐng)作用?！霸O(shè)立自貿(mào)試驗區(qū)聯(lián)動創(chuàng)新區(qū)，是我市加快內(nèi)陸開放高地建設(shè)的一項重要舉措，也是一項全新的工作。”

談及聯(lián)動創(chuàng)新區(qū)的重點任務(wù)，李巡府表示，聯(lián)動創(chuàng)新區(qū)將把自貿(mào)試驗區(qū)改革創(chuàng)新經(jīng)驗的復(fù)制推廣作為自身建設(shè)的首要任務(wù)，全面落實相關(guān)工作要求，積極復(fù)制國家層面各批次改革試點經(jīng)驗和最佳實踐案例，大力推廣重慶自貿(mào)試驗區(qū)自身的創(chuàng)新成果，重點借鑒政府職能轉(zhuǎn)變、投資管理、貿(mào)易便利化、金融創(chuàng)新與開放、綜合監(jiān)管等領(lǐng)域的好做法好經(jīng)驗，全面提升平臺的開放發(fā)展水平。

“我們要穩(wěn)步推進權(quán)限下放與政策協(xié)同。按照‘依法放權(quán)、按需放權(quán)‘放得下、接得住原則，將下放到自貿(mào)試驗區(qū)的部分市級權(quán)力事項，同步下放到具備承接條件和具有較強承接意愿的聯(lián)動創(chuàng)新區(qū)實施?！崩钛哺Q，在做好風(fēng)險防范的前提下，爭取將國家和市里賦予自貿(mào)試驗區(qū)的改革試點政策逐步適用于聯(lián)動創(chuàng)新區(qū)，最大限度地激發(fā)聯(lián)動創(chuàng)新區(qū)的創(chuàng)造潛力和發(fā)展活力。

重慶還要大力開展聯(lián)動創(chuàng)新試驗。聯(lián)動創(chuàng)新區(qū)將在安全和風(fēng)險可控的前提下，與自貿(mào)試驗區(qū)同步開展相關(guān)探索，著力破除在改革發(fā)展中遇到的政策和制度障礙。強化與自貿(mào)試驗區(qū)的創(chuàng)新聯(lián)動，努力形成一批跨區(qū)域、跨部門、跨層級的創(chuàng)新成果。支持聯(lián)動創(chuàng)新區(qū)充分發(fā)揮自身優(yōu)勢，著眼于傳統(tǒng)產(chǎn)業(yè)轉(zhuǎn)型升級和新興產(chǎn)業(yè)培育，探索一批體現(xiàn)區(qū)域特色的改革創(chuàng)新經(jīng)驗。

與此同時，聯(lián)動創(chuàng)新區(qū)將充分發(fā)揮平臺功能和優(yōu)勢，聚焦先進制造業(yè)和現(xiàn)代服務(wù)業(yè)，促進與自貿(mào)試驗區(qū)協(xié)同聯(lián)動，推動形成產(chǎn)業(yè)鏈條，實現(xiàn)產(chǎn)業(yè)集聚，構(gòu)建開放型產(chǎn)業(yè)體系。建立自貿(mào)試驗區(qū)與聯(lián)動創(chuàng)新區(qū)招商信息共享機制，整合各方資源，形成優(yōu)勢互補，實現(xiàn)協(xié)同招商，推動更多優(yōu)質(zhì)項目落地。

此外，聯(lián)動創(chuàng)新區(qū)將依托西部陸海新通道、中歐國際鐵路聯(lián)運通道、長江黃金水道等通道優(yōu)勢，加快完善基礎(chǔ)設(shè)施和物流體系，大力發(fā)展通道經(jīng)濟，充分發(fā)揮通道帶物流、物流帶經(jīng)貿(mào)、經(jīng)貿(mào)帶產(chǎn)業(yè)效應(yīng)。有效利用區(qū)域內(nèi)各類物流樞紐和口岸優(yōu)勢，發(fā)揮海關(guān)特殊監(jiān)管區(qū)域功能，加快融入綜合交通運輸體系，大力發(fā)展多式聯(lián)運和樞紐經(jīng)濟。

按照規(guī)劃，重慶今后每年還將建設(shè)5個左右自貿(mào)試驗區(qū)聯(lián)動創(chuàng)新區(qū)。

On November 2， the press conference on the launch of the construction of China （Chongqing） Pilot Free Trade Zone Linked Innovation Areas was held at the Chongqing Municipal Commission of Commerce.

Li Xunfu， member of the Party Leadership Group and deputy director of the Municipal Commission of Commerce， introduced that Chongqing would construct China （Chongqing） Pilot Free Trade Zone Linked Innovation Areas （hereinafter referred to as Linked Innovation Areas） in Chongqing Hi-Tech Industrial Development Zone， Chongqing Economic and Technological Development Zone， Changshou Economic and Technological Development Zone， Wanzhou Economic and Technological Development Zone， Yongchuan High-Tech Industrial Development Zone， Fuling High-Tech Industrial Development Zone， Chongqing Highway Logistics Base， Qianjiang Zhengyang Industrial Park， Dianjiang High-Tech Industrial Development Zone and Yunyang Industrial Park. This is the first batch of Pilot Free Trade Zone Linked Innovation Areas built in Chongqing.

The Pilot Free Trade Zone construction is a strategic measure for China to deepen reform and expand opening-up in an all-round way in a new era. As the third batch of Pilot Free Trade Zone set with the approval of the CPC Central Committee and the State Council， during its operation in over four years， Chongqing Pilot Free Trade Zone has thoroughly implemented the guidelines of a series of key instructions made by General Secretary Xi Jinping on its construction and the development of Chongqing， adhered to system innovation as the core， promoted pioneering， and unfolded innovative and differentiated reform exploration， given full play to the pacesetter role of reform and development， the vantage point of opening-up and development and the pioneer role of innovation and development， and effectively facilitated Chongqing to achieve a higher level of opening-up and higher-quality development.

What's the reason to set up the Linked Innovation Areas？ Li Xunfu said that as the "test field" of national reform and opening-up， the Pilot Free Trade Zone shoulders the responsibilities of blazing new paths and accumulating experience to deepen reform and expand opening-up in an all-round way. The pioneering fruits born in the Pilot Free Trade Zone can play a demonstrative and spearheading role to a larger extent only via replication and promotion on a larger scale. "Setting up the Pilot Free Trade Zone Linked Innovation Areas is both a key measure and a brand-new work for the city to accelerate the construction of the inland opening-up high ground."

In terms of the key tasks of the Linked Innovation Areas， Li Xunfu said that the Linked Innovation Areas would take the replication and promotion of reform and innovation experience in the Pilot Free Trade Zone as the primary task of their own construction， fully implement the relevant work requirements， actively duplicate the reform pilot experience and best practice cases of various batches at the state level， vigorously promote the innovation achievements of Chongqing Pilot Free Trade Zone， place emphasis on learning from the good practices and experiences of government in the fields of function transformation， investment management， trade facilitation， financial innovation and opening-up， and comprehensive supervision， etc. so as to comprehensively improve the opening-up development level of the platform.

"We shall steadily enhance power delegation and policy coordination. In the principle of "delegating power as per law and needs" and "being capable of delegation and undertaking"， part of municipal power items delegated to the Pilot Free Trade Zone will be delegated to the Linked Innovation Areas with undertaking conditions and relatively strong undertaking willingness in sync." Li Xunfu stated that under the prerequisite of ensuring risk prevention， we strive to apply reform pilot policies of Pilot Free Trade Zone given by the state and city to the Linked Innovation Areas gradually， in order to stimulate the creative potential and development dynamism of the Linked Innovation Areas to the maximum.

Chongqing shall vigorously carry out linked innovation trial as well. With the premise of safety and controllable risks， the Linked Innovation Areas will conduct related explorations in sync with the Pilot Free Trade Zone to eliminate the policy and system obstacles encountered in the reform and development. We should strengthen the innovative linkage with Pilot Free Trade Zone in an effort to form a group of innovative achievements crossing regions， departments and levels. The Linked Innovation Areas are supported to give full play to their own advantages， concentrate on the transformation and upgrading of traditional industries and the cultivation of emerging industries， and explore a number of reform and innovation experiences reflecting regional characteristics.

Meanwhile， the Linked Innovation Areas will give full play to the functions and advantages of the platform， focus on advanced manufacturing and modern service industries， boost collaborative linkage with the Pilot Free Trade Zone， promote the formation of industrial chain， realize industrial agglomeration and build an open industrial system， and establish an investment information sharing mechanism between the Pilot Free Trade Zone and the Linked Innovation Areas， integrate the resources from various parties to form advantage supplementation， achieve collaborative investment attraction， and push forward the implementation of more high-quality projects.

In addition， relying on the channel advantages of new western land-sea corridor， China-Europe international railway express intermodal corridor and the golden waterway of the Yangtze River， etc.， the Linked Innovation Areas will expedite the improvement of infrastructure and logistics system， vigorously develop corridor economy， and give full play to the effects of corridor driving logistics， logistics driving economy and trade， and economy and trade driving the industry， make effective use of the advantages of various logistics hubs and ports in the region， give full play to the special supervision regional function of customs， accelerate integration into the comprehensive transportation system， and vigorously develop multi-intermodal transport and hub economy.

According to the planning， Chongqing will build five Pilot Free Trade Zone Linked Innovation Areas or so every year from now on.

At the conference， relevant persons in charge of Chongqing Hi-Tech Industrial Development Zone， Chongqing Economic and Technological Development Zone， Changshou Economic and Technological Development Zone， Wanzhou Economic and Technological Development Zone， Yongchuan High-Tech Industrial Development Zone， Fuling High-Tech Industrial Development Zone， Chongqing Highway Logistics Base， Qianjiang Zhengyang Industrial Park， Dianjiang High-Tech Industrial Development Zone and Yunyang Industrial Park introduced the characteristics， highlights and future planning of the zones respectively.
