為推動人才政策“雙30條”落到實處，濟南及時出臺配套實施細則，通過 “海右人才”微信公眾號等新媒體平臺發(fā)布人才政策指引，不斷提高政策的知曉度。同時，建設“數(shù)聚才智”人才大數(shù)據(jù)平臺系統(tǒng)，自動核驗比對人才信息、匹配個體人才政策，推行政策找人、免審即享服務，讓政策與人才“無縫銜接”。

擦亮賽會引才品牌，打造“匯智”強引擎

隨著規(guī)模和影響力的不斷擴大，中國（濟南）新動能創(chuàng)新創(chuàng)業(yè)大賽已成為濟南市吸引高端人才、集聚科創(chuàng)資源、賦能產業(yè)發(fā)展的重要平臺。

張志鋮攜帶項目“滴云”參加了第六屆中國（濟南）新動能創(chuàng)新創(chuàng)業(yè)大賽，與相關金融機構簽約，獲得了500萬投資，并且落地在濟南新舊動能轉換起步區(qū)；參賽選手孔彥棟的項目則已入組健康中國工程“智慧中醫(yī)新基建項目”，未來他們計劃出讓10%的股權，融資3000萬，在濟南建立分公司……

濟南已連續(xù)6年舉辦中國（濟南）新動能創(chuàng)新創(chuàng)業(yè)大賽，力求以賽聚才、以賽促研、以賽興業(yè)，用“請進來”+“走出去”的精準引才模式，實現(xiàn)人才項目與城市產業(yè)發(fā)展需求的深度融合。經過6年的精心耕耘，累計落地項目580余個，引進院士團隊36個、各類人才3600余人，為濟南的創(chuàng)新發(fā)展注入新動能，亦讓眾多人才不斷脫穎而出，實現(xiàn)創(chuàng)業(yè)夢想。

返鄉(xiāng)創(chuàng)業(yè)，鄉(xiāng)村振興中的靚麗風景

今年1月4日，濟南將聚光燈投向鄉(xiāng)村振興人才，召開2024年第一場新聞發(fā)布會，解讀濟南市首個以動員激勵人才返鄉(xiāng)下鄉(xiāng)為主題的鄉(xiāng)村振興人才政策——《關于動員激勵廣大人才投身鄉(xiāng)村振興的實施意見（試行）》的有關情況。

濟南多措并舉，回引一批創(chuàng)新創(chuàng)業(yè)“新農人”——通過在高校建立“青鳥驛站”，宣傳解讀家鄉(xiāng)就業(yè)創(chuàng)業(yè)和人才政策，精準對接服務就業(yè)創(chuàng)業(yè)需求和投資意向，為優(yōu)秀青年學子回鄉(xiāng)就業(yè)創(chuàng)業(yè)架設好橋梁；每年組織約4000名大學生志愿者到農業(yè)企業(yè)、農業(yè)產業(yè)園區(qū)等見習實習或社會實踐，引導青年人才向基層流動、在一線成才；加強返鄉(xiāng)入鄉(xiāng)創(chuàng)業(yè)政策扶持，全力支持大學生、農民工、退伍軍人返鄉(xiāng)創(chuàng)業(yè)，個人貸款最高額度達到60萬元，小微企業(yè)貸款最高額度達到1000萬元；統(tǒng)籌“一村一業(yè)”“泉韻鄉(xiāng)居”、銜接補助等資金，每年選取500個左右的村莊，重點扶持規(guī)模化、融合型的產業(yè)項目，幫助廣大人才更好地在鄉(xiāng)村開展工作。

這是濟南號召廣大人才投身鄉(xiāng)村振興的“動員令”，同時也是濟南激勵關愛廣大鄉(xiāng)村人才的“大禮包”。

加大金融支持力度，激發(fā)創(chuàng)業(yè)活力

創(chuàng)新創(chuàng)業(yè)離不開“真金白銀”的支持。

近年來，濟南市先后印發(fā)《關于金融支持人才創(chuàng)業(yè)創(chuàng)新的實施意見（試行）》《金融支持人才企業(yè)發(fā)展十項舉措》，為有才之人在濟南創(chuàng)業(yè)創(chuàng)新賦予金融能量。特別是濟南針對企業(yè)的需求情況，研究了多元化、多種組合的創(chuàng)業(yè)啟動資金資助方式，創(chuàng)新推出“人才基金”“人才貸款”“人才擔?！薄叭瞬胖凇薄叭瞬疟ｋU”“人才上市”“人才路演”“人才管家”“人才平臺”“人才專員”等金融支持人才企業(yè)發(fā)展十項舉措，為各類人才和人才企業(yè)高質量發(fā)展提供更加全面、更加有力的金融支持。

Returning home with entrepreneurial spirit， creating a beautiful scenery for rural revitalization

Jinan has taken a number of measures to attract “new-type farmers”. One such measure is the establishment of the“Green Bird Station” in colleges and universities， which has paved the way for employment and entrepreneurship for outstanding young students in their hometowns. Another measure is the annual organization of approximately 4，000 university student volunteers to participate in social practices in agricultural enterprises， agricultural industrial parks and other apprenticeships. In order to encourage university students， rural migrant workers and veterans to start their own businesses in their hometowns， policy support for entrepreneurship is being strengthened. Each year， 500 selected villages receive coordinated funds， with a focus on supporting large-scale and integrated industrial projects. This is done with the aim of helping the vast number of talents to better carry out their work in the countryside.

Enhancing financial support， stimulating entrepreneurship

It is unlikely that innovation and entrepreneurship will flourish in the absence of monetary support. In recent years， Jinan has issued two important documents： the "Implementation Opinions on Financial Support for Talent Entrepreneurship and Innovation （Trial）" and the "Ten Measures on Financial Support for the Development of Talent Enterprises". These documents outline a series of improved credit services designed to motivate entrepreneurial vitality， based on the full-scope safeguarding of capital， space， conception， insight and other factors.

This year， Jinan will continue to explore ways to support entrepreneurship， with the aim of reducing the threshold， expanding the scope of resources and nourishing talents to fulfill aspirations on the hot spot of innovation and entrepreneurship.
