近年來,山東省濟南市大力實施人才強省會戰(zhàn)略,全方位培養(yǎng)、引進、用好人才,加快建設(shè)黃河流域人才集聚高地。目前,全市人才資源總量突破263萬,各類人才凈流入15.8萬人,綜合科技創(chuàng)新指數(shù)連續(xù)四年名列全省第一,獲評“2022中國年度最佳引才城市”,入選“外國專家眼中最具吸引力的中國城市”。

堅持黨管人才全面融入國家戰(zhàn)略

濟南市緊抓戰(zhàn)略機遇,把人才工作放進國家人才發(fā)展戰(zhàn)略中思考謀劃,推動全市各級聚焦黨管人才、黨愛人才、黨興人才、黨聚人才,實現(xiàn)人才工作高起點謀劃、高規(guī)格推進、高效率落實。

堅持“一把手”抓第一資源。健全黨管人才領(lǐng)導(dǎo)和運行機制,市縣兩級均成立由黨政主要負責(zé)同志任組長的人才工作領(lǐng)導(dǎo)小組,建立協(xié)調(diào)議事、述職評議、聯(lián)系專家等工作機制,推動各級把人才工作作為黨委工作重中之重。高規(guī)格召開市委人才工作會議,配套出臺《關(guān)于加強和改進新時代濟南人才工作的實施意見》,進一步明確當前和今后一個時期全市人才工作的具體目標、重點任務(wù)和實現(xiàn)路徑。

堅持“大機遇”協(xié)同推進。主動融入國家高水平人才高地和人才平臺建設(shè)布局,成立書記、市長任雙組長的創(chuàng)建工作領(lǐng)導(dǎo)小組,緊抓黃河重大國家戰(zhàn)略、新舊動能轉(zhuǎn)換起步區(qū)、自貿(mào)試驗區(qū)濟南片區(qū)、科創(chuàng)金融改革試驗區(qū)等戰(zhàn)略交匯疊加契機,全力推進濟青吸引集聚人才平臺創(chuàng)建工作,對創(chuàng)建優(yōu)勢和特色進行項目化、清單式梳理,拿出一系列具有含金量的創(chuàng)新舉措,全面夯實創(chuàng)建基礎(chǔ)。

堅持“項目化”重點突破。建立“書記領(lǐng)題、重點攻堅”工作機制,近3年組織各級各部門實施“依托科創(chuàng)城打造科創(chuàng)人才大走廊”等110個黨委書記抓人才工作項目,解決了載體建設(shè)、制度創(chuàng)新、人才激勵等一批制約人才發(fā)展的難點問題。對131項重點工作、58項創(chuàng)新工作實行立項管理,并作為人才工作考核的重要依據(jù),推動各項重點任務(wù)有效落實。

加快制度創(chuàng)新全面激發(fā)雙創(chuàng)活力

改革是人才工作創(chuàng)新發(fā)展的“關(guān)鍵一招”。濟南市始終堅持問題導(dǎo)向、效果導(dǎo)向,以思路更新引領(lǐng)機制革新,構(gòu)筑更加開放、更加靈活、更加高效的引才用才環(huán)境。

強化人才政策支持創(chuàng)新。研究出臺濟南人才政策“雙30條”及60個配套實施細則,聚焦人才服務(wù)保障、人才隊伍建設(shè)、高校院所建設(shè)、校地合作、研發(fā)機構(gòu)建設(shè)、人才生態(tài)等方面,推出更具含金量的政策措施,特別在一流人才隊伍建設(shè)方面,著眼于增強科技競爭力和城市發(fā)展軟實力,進一步優(yōu)化升級了青年人才、產(chǎn)業(yè)人才支持政策,增加了哲學(xué)社會科學(xué)類人才政策,支持方式更加精準,政策體系更加完善。

強化人才管理改革創(chuàng)新。出臺《關(guān)于建設(shè)濟南人才管理改革試驗區(qū)的實施意見》,推動在起步區(qū)和自貿(mào)試驗區(qū)濟南片區(qū)建設(shè)濟南人才管理改革試驗區(qū),探索建立符合國際慣例、具有國際競爭力的人才發(fā)展體制機制,打造人才制度創(chuàng)新“實驗田”,先后推出海外人才快速認定、人才自主評價等20余項創(chuàng)新舉措,超常規(guī)引進培育科技創(chuàng)新和產(chǎn)業(yè)發(fā)展急需人才。

強化市場化引才機制創(chuàng)新。成功獲批全國第20家、省內(nèi)第2家國家級人力資源服務(wù)產(chǎn)業(yè)園,建成全國人力資本服務(wù)產(chǎn)業(yè)園。創(chuàng)新推出以身價為基礎(chǔ)的“人才有價”融資模式,建立全國人力資本產(chǎn)業(yè)公共服務(wù)平臺。成立濟南高層次人才發(fā)展促進會,搭建政府和高層次人才、用人單位溝通對接的橋梁紐帶,廣泛開展招才引智、以才引才工作。濟南“人才賦能”制度改革榮獲“中國改革2020年度十佳案例”。

強化人才數(shù)智賦能創(chuàng)新。加大人才數(shù)字化和“免申即享”推進力度,聚焦全市人才體量大、流動快、業(yè)態(tài)廣的特點,建設(shè)全國首個人才大數(shù)據(jù)智慧中心,打通公安、社保、教育等權(quán)威數(shù)據(jù),實現(xiàn)全市人才信息“一人一碼”精準識別和實時動態(tài)全覽,推動“政策找人”和“無形認證”,持續(xù)增強人才享受政策的獲得感。

筑強平臺載體全面匯聚發(fā)展動能

堅持“筑巢引鳳”,把平臺載體建設(shè)作為引才聚智的重要抓手,加快打造高能級人才平臺載體,集聚創(chuàng)新資源賦能人才發(fā)展。英國《自然》增刊《2022自然指數(shù)——科研城市》評選的全球科研城市百強名單中,濟南位列第36,排名提升21位。

打造中科院濟南科創(chuàng)城。持續(xù)深化與中科院合作,投資53億元、撥付科研經(jīng)費30億元,集聚15家“中科系”院所在濟建設(shè)研發(fā)機構(gòu),引進布局了一批大科學(xué)裝置和高能級研發(fā)平臺,柔性引進了吳一戎、朱健康等院士20人、高端科技人才近2000人。電磁院、光物院、空天院等“中科系”院所,推行“項目+平臺+成果”人才引育模式,2022年新聘用600余人,其中985、211高校博士碩士畢業(yè)生超過半數(shù)。世界首個百米鐵基超導(dǎo)線圈、深紫外全固態(tài)激光源及前沿裝備等一系列“卡脖子”技術(shù)實現(xiàn)重大突破,已成為全省科技創(chuàng)新的重要承載區(qū)。

建強創(chuàng)新載體集群。加快建設(shè)量子信息國家實驗室濟南基地,形成以3個院士團隊領(lǐng)銜,100余名科研人才為主體的國際重要量子信息科學(xué)中心,濟南基地研制了世界首顆量子微納衛(wèi)星“濟南一號”,實現(xiàn)百公里級的自由空間高精度時間頻率傳遞。高標準構(gòu)建實驗室體系,開展國家重點實驗室重組工作,新獲批5家全國重點實驗室,建設(shè)泉城、微生態(tài)生物醫(yī)學(xué)、粒子科學(xué)與應(yīng)用技術(shù)3家省實驗室。新獲批省級重點實驗室10家,累計達112家,新備案市重點實驗室97家,國家、省、市三級實驗室體系初見雛形。近三年新備案省級新型研發(fā)機構(gòu)71家,位居全省第一,共組建科研團隊超過200個、吸納青年科研人員5300人。全市科創(chuàng)集聚效應(yīng)正逐步顯現(xiàn)。

用好雙創(chuàng)賽會聚才平臺。連續(xù)五年成功舉辦新動能國際高層次人才創(chuàng)新創(chuàng)業(yè)大賽,緊貼大數(shù)據(jù)與信息技術(shù)、智能制造與高端裝備、生物醫(yī)藥與醫(yī)療康養(yǎng)、先進制造與新材料、現(xiàn)代農(nóng)業(yè)等五大產(chǎn)業(yè)領(lǐng)域需求設(shè)置參賽領(lǐng)域。建立市直部門、區(qū)縣、園區(qū)綜合協(xié)調(diào)推進機制,積極舉辦“優(yōu)秀項目供需對接會”,邀請本地創(chuàng)投聯(lián)盟、創(chuàng)投基金全程參加項目評審,為落地項目配備“一對一”服務(wù)專員,開辟服務(wù)綠色通道,截至去年年底,五屆大賽累計落地項目329個,引進各層次人才2180人。

做實校地企合作文章。每年穩(wěn)定投入2億元支持駐濟高校學(xué)科建設(shè)、人才引進和科技成果轉(zhuǎn)化,已累計支持項目387個,支持經(jīng)費3.85億元,推動成立科研帶頭人工作室77個,設(shè)立科技創(chuàng)新基地102個,引進培養(yǎng)國內(nèi)外高端人才和優(yōu)秀創(chuàng)新團隊177人(個),推動駐濟高校與濟南發(fā)展同頻共振、同推共進。

營造最優(yōu)生態(tài)全面實現(xiàn)聚才留濟

濟南市下大力氣建設(shè)“熱帶雨林式”人才發(fā)展生態(tài),讓人才在濟南創(chuàng)有資本、居有保障、業(yè)有廣成。近5年新增青年人才54萬人,獲評95后最受歡迎城市。

提供精準有力資金支持。聚焦全市重點產(chǎn)業(yè),“一事一議”引進國內(nèi)外頂尖人才13人,支持金額2.9億元。深入實施“海右”系列人才工程,累計引進培育1200余個市級產(chǎn)業(yè)領(lǐng)軍人才和創(chuàng)新團隊,支持金額超過11億元。設(shè)立“人才+資本”科創(chuàng)金融服務(wù)模式,累計對重點人才工程企業(yè)股權(quán)直投跟投6700萬元,累計發(fā)放“人才貸”信用貸款4.9億元。

強化青年人才集聚效能。與92家重點高校簽訂引才合作協(xié)議,每年組織“東北站”“西北站”等數(shù)條云端引才專線。加強與頭部人力資源企業(yè)合作,組織“才聚泉城高校行”巡講活動,在21所重點高校設(shè)立人才工作聯(lián)絡(luò)站,打造“不落幕”的巡講。2022年全市新增博士600余人、碩士1.1萬人、大學(xué)生近13萬人。

推進務(wù)實有效成果轉(zhuǎn)化。依托科技金融大廈,建設(shè)濟南科技成果轉(zhuǎn)移轉(zhuǎn)化“1+6+N”平臺,掛牌科技型企業(yè)股權(quán)及高校專利成果項目518宗、33億元,成交195宗、6.4億元;全市技術(shù)合同項數(shù)1.04萬項,技術(shù)合同交易額441億元,位居全省第一。深入開展科技項目“揭榜掛帥”,拿出2000萬元專項資金支持,設(shè)置“關(guān)鍵技術(shù)攻關(guān)類”市級榜單和“企業(yè)需求類”企業(yè)榜單,征集企業(yè)需求73項,評審納入榜單15項,在人工智能領(lǐng)域發(fā)榜10個,成功揭榜9個,獲批省級財政支持3800余萬元,帶動社會投資2億元。

拿出溫暖細致的貼心服務(wù)。在全國副省級城市中率先放開落戶限制,設(shè)立人才編制“蓄水池”。建設(shè)濟南人才大廈,設(shè)立“一站式”服務(wù)平臺,推動全市人才業(yè)務(wù)“一門進、一窗辦、一網(wǎng)通”。發(fā)放人才服務(wù)金卡3900余張,落實高層次人才綠色通道服務(wù)待遇5600余人次,設(shè)立75所人才子女“定點儲備?!?。新籌集租賃型房源近4萬套,推動人才在濟南興業(yè)發(fā)展、樂業(yè)安居。

《中國新聞周刊》發(fā)布2022“年度影響力榜單”,濟南被評為唯一的年度城市。誠如該刊給予的獲選理由一樣,如今的濟南,不但有“山泉湖河城”一體的絢麗畫卷,還異軍突起,在城市建設(shè)、產(chǎn)業(yè)發(fā)展等方面,都展現(xiàn)著無比堅定的進取之心。這座千年古城被激發(fā)出新的活力后,正不斷改變著人們的印象和認知。

In recent years, Jinan City has been implementing the strategy of revitalizing the province through human resources development, accelerating the construction of the Yellow River Basin Talent Highland by cultivating, introducing and utilizing talents in an all-round way. The citys total talent resources have exceeded 2.63 million, with a net inflow of various types of 158,000 talented people. Furthermore, the comprehensive science and technology innovation index has been ranked first in the province for four consecutive years. Jinan was selected as "Chinas Best Talent Attraction City in 2022" and one of the "Most Attractive Chinese Cities in the Eyes of Foreign Experts".

Upholding the principle of human resources under the Party leadership, fully integrating into the national strategy

Jinan has taken the initiative to align its talent work with the national talent development strategy, which encourages units at all levels to place the Partys leadership over talent, talent cultivation, talent development and talent gathering.

In accordance with the principle that the "chief takes charge of the firsthand resource", Jinan has endeavoured to enhance the guidance and operation mechanism of human resources under the Partys leadership. Furthermore, a high-level talent work conference of the municipal Party committee was convened, resulting in the issuance of the"Implementation Opinions on Strengthening and Improving Jinans Talent Work in the New Era". In line with the principle of coordinated advancement of "great opportunities", Jinan has taken the initiative to integrate into the blueprint of the national high-level talent highland and talent platform construction. To this end, a leading group has been set up, supervised by the Party secretary and the mayor of the city. Seizing the opportunity provided by the national strategies, the city is committed to promoting the construction of the Jinan-Qingdao talent attraction platform. Jinan has established a project-based approach to drive progress, with the "making decisive efforts for priority in development under the guidance of the secretary" work mechanism. This has led to the launch of project management for 131 key works and 58 innovative works, which will help to ensure the effective implementation of key tasks.

Accelerating institutional innovation and invigorating the mass entrepreneurship and innovation

Jinan has adhered to the problem-oriented and effect-oriented principle, innovating mechanisms by renewing thinking in order to provide a more open, flexible and efficient environment for attracting and employing talent.

Jinan has taken steps to strengthen its talent policy with the aim of promoting innovation. This has included the issuance of the "Double 30 Articles" of Talent Policy and 60 supporting implementation regulations. In addition, the city has reinforced innovation in talent management reform through the issuance of the Implementation Opinions on the Construction of Jinan Talent Management Reform Pilot Zone. This has been done with the intention of establishing an internationally competitive talent development system and mechanism in line with international practices. It has taken steps to invigorate the innovation of market-oriented talent attraction mechanisms, which have been successfully approved as the 20th national human resources service industrial park and the second national human resources service industrial park in the province. In addition, a new "Talent is Valuable" financing model based on talent valuation has been introduced. It has encouraged the development of innovative digital solutions for talent management and established the first national talent big data wisdom centre. This has enabled the accurate recognition of individuals and the real-time, dynamic monitoring of talent information, while also enhancing the sense of gain for talents, who now enjoy the benefits.

Building strong platforms and carriers to gather the growth drivers for development

Jinan believes that platforms and carriers can play an important role in attracting talents and gathering wisdom. To this end, the city has accelerated the creation of high-level talent platforms and carriers with the aim of stimulating the development of talents based on innovative resource gathering.

The Chinese Academy of Sciences (CAS) has built a science and innovation city in Jinan. With an investment of 5.3 billion yuan and a scientific research funding of 3 billion yuan, 15 CAS institutes have been gathered to build R&D institutions in Jinan, with 20 academicians and nearly 2,000 high-end scientific and technological talents being introduced in a flexible way. It is hoped that this will help to boost the innovation carrier clusters. The Quantum Information Laboratory Jinan Base is undergoing a more rapid construction phase. The province has seen the registration of 71 new-type provincial-level R&D institutions, which is a significant achievement. Additionally, more than 200 collaborative scientific research teams have been established, involving 5,300 young researchers. The platform of business incubation and innovation competition has been well utilized to attract talents. The New Growth Drivers International Innovation and Entrepreneurship Contest has been successfully held for five consecutive years, with a total of 329 projects landed and 2,180 talents of various levels introduced. The university-city-enterprise cooperation has been consolidated. The fund of 200 million yuan has been invested annually to support the discipline construction, talent introduction and transformation of scientific and technological achievements of universities in Jinan.

Creating the most favorable environment to attract and retain talents

Jinan has attracted 540,000 young talents over the past five years, it has been awarded the title of “the most popular city for the post-95s”.

It has provided precise and sufficient financial support, introduced 13 domestic and foreign top talents on a case-by-case basis with a support amount of 290 million yuan, introduced and cultivated more than 1,200 municipal-level industry leaders and innovation teams with a support amount of more than 1.1 billion yuan, and provided loans of 490 million yuan. The total amount of support exceeded 1.1 billion yuan, and 490 million yuan of "talent loans" were granted. Efforts have been made to enhance the effectiveness of young talent gathering, with talent gathering cooperation agreements being signed with 92 key colleges and universities. In addition, the "Talent Gathering in Quancheng Colleges and Universities" lecture tour has been organized. In order to facilitate the practical and effective transfer and transformation of scientific and technological achievements, Jinan has established a "1+6+N" platform for this purpose. Furthermore, a scientific and technological project "list of commanders" has been implemented, and 20 million yuan of special funds have been made available to support the project. Jinan has taken the initiative to remove settlement restrictions in sub-provincial cities, establish a talent pool, build the Jinan Talent Building, issue more than 3,900 gold cards for talent services, and procure nearly 40,000 sets of rental housing. Talents in Jinan are developing their careers and living in a peaceful and contented manner.
