Abstract: Combined with the main dangerous problems of sluices in China, an evaluation index system for the reinforcement effects of dangerous sluices is established according to the administration measures for the post evaluation of reinforcement projects by the central government of China. The index system is established from the perspectives of safety evaluation accuracy of sluices, design schemes of reinforcement, improvement of service performance, economic benefits and sustainable development effects, and it consists of 5 first-level indexes and 21 second-level indexes. The connotation of each evaluation index is described in order to improve the systematization and accuracy of evaluation of reinforcement effects.

Abstract: Taking Changchun City as a study site, based on the development trend of the future economy to be new normal, an evaluation index system containing 4 subsystems of water resources, society, economy and ecological environment is established, and their evaluation grade standards are determined. Based on the theory of fuzzy mathematics and the analytic hierarchy process, the fuzzy comprehensive evaluation model including target layer, criterion layer and index layer is established. The model is applied in the study area to evaluate the utilization degree and development potential of water resources in Changchun City in 2015. The results show that the development and utilization degree of water resources in Changchun City is at a moderate or above level, the development and utilization of water resources in various jurisdictions are unbalanced, and they still have certain development potential through industrial adjustment. The research results may provide reference for the sustainable development and utilization of water resources in Changchun City under economic new normal.

Abstract: The model for risk evaluation combined with the analytic network process is established based on the fuzzy mathematics. Firstly, the weights of various factors are determined by using the analytic network process, then comparative analysis is performed by using the fuzzy analytic network process (FANP), finally the optimum decision-making scheme is obtained. The FANP model is applied in the risk evaluation and decision of bidding of a reservoir. By taking the bidding part as the active variable and the others as the passive variables, their weights are determined, the risks of three schemes are evaluated, and the optimum scheme is comparatively obtained. The results show that the proposed model can identify and sort the risk factors of bidding of water conservancy projects and evaluate the risks comprehensively, and it can provide a reasonable control decision for owners so as to control the risks of bidding and reduce unnecessary losses.

Abstract: The structural adjustment and optimization of water price is an important way to promote water price system more scientific and reasonable. Through the matching analysis of the current classified water price in Jiangsu Province from four dimensions, that is, the total level of water price and the cost of water supply, the classification of water price and the structure of actual water use, the raw water price of water conservancy projects and the tap water price as well as the agricultural classified water price based on the principle of economic output, the rationality of the structure of water price of water conservancy projects is analyzed. The internal and external demands for structural optimization of water price of water conservancy projects in Jiangsu Province are investigated. Some problems about the structure of water price of water conservancy projects in Jiangsu Province are revealed as follows: irrational classification of agricultural water price, loss of real significance in classification of aquaculture, inconsistence of the unified water price of tap water supplied by water conservancy projects with the current water use situations, and mismatch between classification and water-use measurement of industrial water price and measurement and collection of water fee. Some reasonable and specific suggestions are put forward in order to optimize the structure of water price and the rational allocation and use of wate resources in Jiangsu Province from agriculture and non-agriculture aspects.

Comparativeanalysisofseawaterdesalinationsystemsbasedonenergytheory/ZOU Chuanling, LIU Shujing, ZHANG Fukun (Tianjin Institute of Seawater Desalination and Multipurpose Utilization, SOA, Tianjin 300192, China)

Abstract: In order to comprehensively analyze and compare the input and output of seawater desalination systems with different technologies, the energy theory is used to perform energy system analysis, energy calculation and sustainable assessment of RO, MED and MSF desalination systems. The results show that the energy consumption is the most principal energy input. For the RO seawater desalination system, the product transformity is the lowest, the energy yield ratio (εEYR) is the highest, the environment load ratio (εELR) is the lowest and the energy sustainable index (εESI) is the highest. From the viewpoint of energy analysis and sustainable development, it is suggested that new seawater desalination projects should prefer to apply RO technology.

Abstract: In recent years, with the rapid development of industrialization, sudden water pollution incidents break out frequently in water source areas. In order to deal with unconventional demand of water resources in emergency situation and to ensure the stable economic and social development, the government should reserve part of the water quantity as the emergency reserved water. How to rationally predict scale of the governmental emergency reserved water is a topic worth discussing. A method for the demand forecast of the government emergency reserved water based on the case-based reasoning is put forward, that is, by means of the case storeroom, the principal component analysis is used to extract pairwise uncorrelated factors which influence the sources of sudden water pollution as the characteristic attributes of the case, and the degree of similarity is estimated by the weighted Manhattan distance. On this basis, the consistent case is obtained, and thus the quantity of the government emergency reserved water is calculated. Finally, taking the water source area in Changzhou of Taihu River Basin as an example, the quantity of the government reserved water is predicted and analyzed. The proposed method can provide the relevant theoretical knowledge for the allocation and reserve of the government emergency reserved water.

Abstract: Based on the series of data of China’s total water consumption and its major influencing factors from 1980 to 2015, a model for predicting the total water consumption is established through the statistical tests, and it is subsequently used to predict the extreme value and the relevant occurrence year in China. In order to verify the validity of the predicted results by the model, a method is put forward to predict the extreme value of the total water consumption in China using China’s per capita comprehensive water consumption. On the basis of both the trend analysis of per capita comprehensive water consumption in typical foreign countries in recent decades and the characteristics of per capita comprehensive water consumption in China, the trend of comprehensive water consumption per capita in China is predicted. Then in the light of the peak population in China and its corresponding year, the calculated total water consumption in China is up to 650 billion m3in the year about 2030, and it will decrease with the total population in China. The calculated results are consistent with the predicted ones by the proposed prediction model, which shows that the model for predicting the extreme value of the total water consumption in China, the relevant method as well the results are reasonable, and they can be used in other regions (provinces, cities and districts).

Abstract: Based on the current situation of the image shaping of China’s hydropower enterprises, the existing lieratures are reviewed, and the necessity of the image shaping and the feasibility of collaborative innovation are determined. According to the associative network theory, the literature and case analyses, field investigations and primary-level talks are adopted to analyze the image-shaping dilemma, and the functions of three collaborative subjects, countries, corporations and project departments, are discussed. Finally, some countermeasures and advices are proposed for the image shaping of China’s large hydropower enterprises as follows: improvement of assessment indexes and establishment of laws and rules, strengthening of public relations and social responsibilities, improvement of environmental awareness and civilized construction.

Abstract: In order to further explore how the environmental Kuznets curve (EKC) changes when choosing different environmental indices, the logarithmic polynomial function is used to test the relations between several environmental indices and GDP per capita. The environmental indices include industrial water emission, equivalent industrial water emission and pollution perception degree. It is found that while the more the environmental indices can reflect the real water environment, the better the fitting results obey the EKC rules. In general, the relation between water pollution and GDP per capita in China agrees with the EKC rules statistically. In addition, how the richness of water resources and the degree of economic development affect the EKC is also discussed in this study. In those provinces lack of water resources, the relation between water environment pollution and GDP per capita still corresponds to the EKC rules. In developed provinces, the progressive deterioration of water environment is reversed. In under-developed provinces, the situations are different. The water pollution is becoming more serious in some provinces while that in others is getting better.

Abstract: According to the current situation of water pollution in river basins and the theories of collaborative governance, their applicability, current situation and dilemma of water pollution control are analyzed. With regard to the dilemma of governance fragmentation, some choices to enhance the collaborative governance of water pollution in river basins are put forward, including fostering collaboration concept, disclosing governance information, establishing comprehensive watershed management system, constructing water pollution control mechanism, improving system of diversified supply and strengthening implementation and supervision. It may promote the further improvement of watershed pollution problems in China.

Abstract: In order to seize the historical opportunity of establishing the ecological civilization with great importance and strengthening the construction of major water transfer projects in the central and western regions of China as well as to speed up the development of Heishan Gorge reach of Yellow River, Daliushu water conservancy project is planned to be constructed. The functions of the project in Yellow River such as water and sediment regulation, water resource allocation and regional construction and development are analyzed. Some suggestions about the role of the relevant provinces and profit and loss recommendations are put forward so as to reach a win-win situation and call for the country to speed up the construction of Daliushu water conservancy project of Yellow River.

Abstract: To accurately describe the citizens’ water literacy levels, strengthen the publicity education of water resources and improve the citizens’ water literacy in China, an evaluation system for citizens’ water literacy is designed based on scientific literacy and environmental literacy, which includes 3 first-level indexes of water knowledge, water attitude and water behavior, 10 second-level indexes and 29 third-level indexes. The analytic hierarchy process and the Likert scale are used to establish the weights of various levels of indexes and to design the questionnaire, and taking Beijing City as an example, the general analysis of the citizens’ water literacy evaluation index system is performed. The results show that the water knowledge, water attitude and water behavior have a weight of 9.14%, 21.76% and 69.10%, respectively. The scores of the water knowledge and water attitude scores are relatively high, while the score of the water behavior is relatively low, which indicates that the improvement task of the citizens’ water literacy has a long way to go.

Abstract: In order to systematically discuss the protection and utilization of water cultural heritages in Shaanxi Province and enrich the relevant theories and practices, according to the idea of theoretical analysis—analysis of the current situation—research on countermeasures, the structural types of water cultural heritages in Shaanxi Province are investigated by analyzing their connotation and value. It is pointed out that the water cultural heritages in Shaanxi Province have long history, diversified types and obvious local characteristics. The rivers and water conservancy projects are of higher level, and the quantity of poems, inscriptions and folk resources is large. The existing problems in the understanding ideas, management system, protection funds and other issues are analyzed. The protection and utilization of water cultural heritages in Shaanxi Province should consider the two core strategies. One is “all-around planning and conceptual reconstruction” of eco-system rehabilitation, humanistic system restructuring, value system rebuilding, industrial system innovation and management system reconstruction. The other is “classified protection and hierarchical linkage” based on the types of sites and heritages, engineering functions and non-material culture sites. The three spatial elements of point, line and surface should be also taken into account so as to form large heritage pattern of “point-like layout, line-like interconnection and river basin coverage” for water culture in Shaanxi Province.

Abstract: Whether the reservoir projects can achieve substantive progress or not depends more and more on the placement and compensation of the project resettlement. From the new angle of financial management with the method of primary reservoir resettlement funds in the financial work at the grass-roots and based on the appropriation, payment and compensation arrangement of resettlement funds, the non-objective effects of reservoir resettlement funds at various rings are examined in different categories. The conclusion is drawn that under the initiation of “One Belt and One Road” China should highlight many issues such as time difference of funding schedule, compensation classification under trust crisis and management crisis of resettlement funds due to local “protracted war”. Besides the strict project management mechanism and internal control of power in place, the payment that divides the resettlement funds from the resettlement agreement cannot be separated from the cooperation between the three actual regulatory needs.

Abstract: The statistical analysis of questionnaire survey data is made from the perspective of the immigrants. The results show that the supply of education and training for the resettlement of rural large and medium-sized reservoirs in Jiangxi Province at post-support stage is mostly in-place and short-term training free of charge in the slack farming season, and the main supply of training is single and the effective supply is insufficient. The training mainly combines the teaching with practices to teach the traditional agricultural production skills such as pesticides, fertilizers, fruit and vegetable cultivation, crop disaster prevention and control. Short attention is paid by the government and less invest is input. Less than 50% of the surveyed immigrants who are trained are positive to and satisfied with the training and its effectiveness. Based on this, the following suggestions are put forward: (1) Establishment of the cooperation mechanism of education training supply for immigrants with multi-agent participation. (2) Strengthening of pertinence and effectiveness of education training for rural reservoir immigrants. (3) Establishment of fast and convenient information transmission mechanism and continuous training effectiveness tracking mechanism. (4) Improvement of evaluation system and effectiveness of education training supply and management mechanism.
