大連外國語大學(xué)(以下簡稱“大外”)現(xiàn)有10 所孔子學(xué)院, 分布在亞洲、非洲、歐洲和南美洲。校長劉宏長期關(guān)注和重視孔子學(xué)院的建設(shè)工作,在孔子學(xué)院20周年慶之際,她接受了《孔子學(xué)院》期刊的采訪。

Dalian University of Foreign Languages(DUFL) currently has 10 Confucius Institutesacross Asia, Africa, Europe and SouthAmerica. President Liu Hong has long beenconcerned about and attached great importanceto the creation of Confucius Institutes.On the 20th anniversary of the ConfuciusInstitute, she accepted an interview with thejournal Confucius Institute.

問:您怎么看待孔子學(xué)院20年的發(fā)展成就?

Q: What do you think of the developmentalachievements of the ConfuciusInstitute in the past 20 years?

答:在世界各國前途命運(yùn)緊密相連的今天,文明交流和對話越來越成為各國和民族之間相互理解、尊重和合作的重要途徑。20年來,孔子學(xué)院的建設(shè)和發(fā)展促進(jìn)了國際中文教學(xué),推動了中外教育合作和人文交流,促進(jìn)了不同文明間的交流互鑒,應(yīng)該說成果非常顯著。

A: Today, when the future and destiny of allcountries in the world are closely linked, exchangesand dialogues among civilizations are increasinglybecoming an important way for countries andnations to understand, respect and cooperate witheach other. 20 years’ construction and developmentof the Confucius Institue has promoted internationalteaching, brought about the educational cooperationand cultural exchanges between China and othercountries, and facilitated exchanges and mutuallearning between different civilizations. It can be saidthat the results are very significant.

孔子學(xué)院極大地推動了國際中文教學(xué),增強(qiáng)了中文的國際溝通功能,提高了中文的全球服務(wù)能力,擴(kuò)大了中國語言文字的影響力。在過去的20年間,中國和相關(guān)國家秉持“相互尊重、友好協(xié)商、平等互利”的原則,在160個國家和地區(qū)建立了495所孔子學(xué)院和763個孔子課堂。中外共建雙方依托孔子學(xué)院不斷優(yōu)化全球中文教育資源配置,加強(qiáng)國際中文教師隊伍建設(shè),完善國際中文教育標(biāo)準(zhǔn)和體系建設(shè),加強(qiáng)語言文字、國別區(qū)域和文化傳播等領(lǐng)域的研究工作,促進(jìn)線上線下教學(xué)融合發(fā)展。孔子學(xué)院積極促進(jìn)各國中文教育的發(fā)展,支持各國高校中文專業(yè)和課程建設(shè),支持各國中小學(xué)開展中文教學(xué),助力多國將中文納入國民教育體系。此外,“中文+職業(yè)”“中文+專業(yè)”的教育模式為全球數(shù)百萬民眾提供了就業(yè)崗位,滿足了海外企業(yè)對本土人力資源的需求。新時期的孔子學(xué)院已從規(guī)?;ㄔO(shè)轉(zhuǎn)向內(nèi)涵式發(fā)展,實(shí)現(xiàn)了民間化、品牌化的運(yùn)作模式。

The Confucius Institute has greatly promotedinternational Chinese teaching, enhanced theinternational communication function of Chinese,improved the global service capacity of Chinese,and expanded the influence of the Chinese languageand writing. In the past 20 years, China and relevantcountries have adhered to the principle of “mutualrespect, friendly consultation, equality and mutualbenefit” and established 495 Confucius Institutesand 763 Confucius Classrooms in 160 countries andregions. Relying on Confucius Institutes, both Chinaand foreign countries have continuously optimizedthe allocation of global Chinese education resources,strengthened the preparation and training of internationalChinese teachers, improved the developmentof international Chinese education standards andsystems, strengthened research in the fields oflanguage, writing, international and regional studiesand cultural communication, and promoted the integrationof online and offline teaching. The ConfuciusInstitute has actively promoted the development ofChinese education in foreign countries, supportedthe implementation of Chinese majors and courses inuniversities in various countries, supported Chineseteaching in primary and secondary schools in foreigncountries, and helped other countries incorporateChinese into their own national education systems.In addition, the “Chinese + occupation skills” and“Chinese + major” education models have providedjobs for millions of people around the world and metthe needs of overseas companies for local humanresources. In the new era, Confucius Institutes haveshifted from large-scale programs to connotation-orienteddevelopment, and have realized a civilian andbranded operation model.

孔子學(xué)院20年的發(fā)展是中國文化“走出去”的杰出成就。20年的發(fā)展成就證明了孔子學(xué)院是中外文明互學(xué)互鑒、雙向交流的優(yōu)秀平臺。大外以孔院為平臺,帶著精彩的演出“走出去”,讓更多的人了解中國。在2014年,孔子學(xué)院10周年時,我?guī)ьI(lǐng)大外藝術(shù)團(tuán)赴南美洲哥倫比亞孔院文藝巡演,我們的師生用竹笛、二胡、琵琶、古箏等中國傳統(tǒng)民族樂器演奏了當(dāng)?shù)孛陡鐐惐葋喆蟮亍?,與海外觀眾產(chǎn)生了強(qiáng)烈的情感共鳴。2018年,我校意大利恩納“科雷”大學(xué)孔院與諾托市政府聯(lián)合舉辦了第39屆“鮮花節(jié)”,中意兩國青年藝術(shù)家用花瓣、咖啡豆等材料,在城市的主街道上共同繪制了圣哲孔子、敦煌飛天等16幅中國主題元素的“鮮花地毯”,兩國藝術(shù)的完美融合將孔子學(xué)院促進(jìn)世界文明多元發(fā)展的美好愿望變成現(xiàn)實(shí)。

The 20-year development of the ConfuciusInstitute is an outstanding achievement of Chineseculture “going global.” The 20-year developmentalachievements have proved that the ConfuciusInstitute is an excellent platform for mutual learningand mutual exchange between Chinese and foreigncivilizations. DUFL uses the Confucius Institute as aplatform to “go global” with wonderful performancesto let more people know about China. In 2014, onthe 10th anniversary of the Confucius Institute, I ledthe Art Troupe of DUFL to the Confucius Institutein Colombia in South America for a cultural tour.When our teachers and students played the famouslocal music “Colombian Land” with traditionalChinese instruments such as bamboo flute, erhu,pipa, and guzheng, it resonated strongly with thelocal audiences. In 2018, the Confucius Institute atthe Kore University of Enna in Italy and the NotoMunicipal Government jointly organized the 39th“Flower Festival.” Young artists from China and Italyused petals, coffee beans and other materials to jointlypaint 16 “flower carpets” with Chinese themes,including the sage Confucius and the DunhuangFlying Apsaras, on the main streets of the city. Theperfect fusion of the art of the two countries turnedthe Confucius Institute’s good wish of promoting thediversified development of world civilizations intoreality.

近些年,我先后訪問過俄羅斯、韓國、亞美尼亞、葡萄牙、意大利、哥倫比亞、秘魯?shù)榷鄠€國家的孔子學(xué)院,每到一處都深切感受到孔子學(xué)院在當(dāng)?shù)氐钠放菩?yīng)和影響力,感受到它在促進(jìn)中外民心相通中發(fā)揮出的巨大能量??鬃訉W(xué)院把中文和中國文化帶到世界各國,把和諧、友愛的種子播撒到世界各地,又把不同國家的語言文化引入中國,書寫出中外文明互學(xué)互鑒的絢麗篇章。

In recent years, I have visited ConfuciusInstitutes in Russia, Republic of Korea, Armenia,Portugal, Italy, Colombia, Peru and many othercountries. Every time I go there, I deeply feel thebrand effect and influence of the Confucius Institutein the local area, and feel the great energy it playsin promoting the mutual understanding betweenChinese and foreign peoples. The Confucius Institutebrings Chinese language and culture to countriesaround the world, sows the seeds of harmony andfriendship all over the world, and introduces thelanguages and cultures of different countries intoChina, writing a brilliant chapter of mutual learningand mutual benefit between Chinese and foreigncivilizations.

在國與國之間的聯(lián)系愈加緊密的今天,只有和平共處,平等對話,建立相互信任與尊重,加強(qiáng)溝通與交流,才能構(gòu)建起一個民相親、心相通的和諧世界。這是中國人民的美好愿望,孔子學(xué)院20年的發(fā)展和所取得的成就正是這一愿望的生動例證。

Nowadays, as the ties between countries becomeincreasingly close, only through peaceful coexistence,equal dialogue, mutual trust and respect, andenhanced communication and exchange can webuild a harmonious world where people are close toeach other and have a close relationship with eachother. This is the good wish of the Chinese people,and the 20-year development and achievements ofthe Confucius Institute are a vivid example of thiswish.

問:大連外國語大學(xué)的孔子學(xué)院建設(shè)有哪些特色?

Q: What are the characteristics of the ConfuciusInstitute at DUFL?

答:目前,大外孔院建設(shè)工作已進(jìn)入第17個年頭,10所孔院分布在亞洲、非洲、歐洲和南美洲。孔子學(xué)院由中外大學(xué)合作共建,依托中外大學(xué)成立了理事會,共同負(fù)責(zé)孔院的決策與管理。大外作為中方大學(xué)在支持孔院建設(shè)方面進(jìn)行了很多積極的探索。

A: At present, the construction of ConfuciusInstitutes at DUFL has entered its 17th year, with 10Confucius Institutes located in Asia, Africa, Europeand South America. The Confucius Institutes are acollaboration between Chinese and foreign universities.They rely on the establishment of a board ofdirectors by Chinese and foreign universities, whichare jointly responsible for the decision-makingand management of the Confucius Institutes. As aChinese university, DUFL has made many positivecontributions in supporting the development ofConfucius Institutes.

一是建設(shè)發(fā)揮主體作用的管理機(jī)制和體制。學(xué)校制定孔院管理的規(guī)章制度,規(guī)范孔院運(yùn)作;建立海外孔院、校內(nèi)漢學(xué)院、二級學(xué)院、孔院工作處和國際中文教育實(shí)踐與研究基地“五位一體”工作模式,實(shí)現(xiàn)學(xué)科交叉與資源共享、校內(nèi)外海內(nèi)外聯(lián)動;建設(shè)跨學(xué)科人才庫,制定政策鼓勵學(xué)校優(yōu)秀人才參與孔院建設(shè);整合校內(nèi)外資源為孔院爭取充足的經(jīng)費(fèi)支持,全力保障孔院有效運(yùn)營。學(xué)校形成了對孔院的理論支撐、制度支撐、學(xué)科支撐、信息資源支撐、現(xiàn)代大學(xué)治理體系支撐的發(fā)展格局,是我國高等教育國際交流中可推廣和借鑒的經(jīng)驗。

First, DUFL has built a management mechanismthat plays a leading role. It formulates rules andregulations for the management of the ConfuciusInstitute to standardize the operation of theConfucius Institute. DUFL has established a “five-inone”working model of overseas Confucius Institutes,which includes Confucius Institutes, Chinese Collegeof DUFL, secondary colleges, Confucius InstituteOffices and International Chinese Education Practiceand Research Bases to achieve interdisciplinaryand resource sharing, and linkage between DUFLand universities abroad. DUFL also has built aninterdisciplinary talent pool and formulated policiesto encourage outstanding talents in the school toparticipate in the development of the ConfuciusInstitute; integrated resources inside and outside theschool to obtain sufficient funding support for theConfucius Institute, and made every effort to ensurethe effective operation of the Confucius Institute.DUFL has formed a development pattern of theoreticalsupport, institutional support, disciplinarysupport, information resource support, and modernuniversity governance support system for theConfucius Institute, which is an experience that canbe promoted and learned from for the internationalexchanges in higher education in China.

二是堅持中外共建,共享共贏,打造孔子學(xué)院特色品牌。例如,我校俄羅斯新西伯利亞國立技術(shù)大學(xué)孔院開展的“中國新電影”電影節(jié)活動,在俄羅斯建立中國現(xiàn)代電影的藝術(shù)品牌;日本岡山商科大學(xué)孔院連續(xù)15年與當(dāng)?shù)貜V播電視媒體合作開辦“跟我學(xué)漢語”特色欄目,聽眾多達(dá)400萬人;韓國仁川大學(xué)孔院連續(xù)舉辦10屆“魅力漢語,美麗遼寧”主題中文演講比賽,展示遼寧的歷史文化,促進(jìn)中韓大學(xué)生交流;在“世界中文日”,我校聯(lián)合海外孔院共同舉辦中亞音樂會、中俄音樂會、古詩詞大會等特色活動,打造“國際中文日”品牌項目,促進(jìn)中外民心相通。

Second, DUFL insists on co-construction andsticks to the sharing and win-win policy betweenChina and foreign countries, and builds distinctivebrands of the Confucius Institute. For example,the “New Chinese Film” film festival held by theConfucius Institute of Novosibirsk State Universityof Technology in Russia has established an art brandof Chinese modern films in Russia; the ConfuciusInstitute of Okayama University of Commerce inJapan has cooperated with local radio and televisionmedia for 15 consecutive years to launch the “LearnChinese with Me” special channel, with an audienceof up to 4 million; the Confucius Institute ofIncheon University in Republic of Korea has held ten consecutive “Charming Chinese, Beautiful Liaoning”themed Chinese speech competitions to showcaseLiaoning’s history and culture and promote exchangesbetween Chinese and Korean college students; on“World Chinese Day,” DUFL and overseas ConfuciusInstitutes jointly held special activities such as theCentral Asian Music Concert, the China-RussiaMusic Concert, and the Ancient Poetry Conferenceto create the “International Chinese Day” brandproject and promote the connection between theChinese and local people.

三是整合中外優(yōu)質(zhì)資源,開展“中文+”教育模式。例如,我校意大利恩納“科雷”大學(xué)孔院開展“中文+藝術(shù)”課程和文化活動,開展中國戲劇影視專題系列講座,將意大利歌劇和中國京劇對比,吸引意大利學(xué)生和民眾學(xué)習(xí)中文;葡萄牙阿威羅大學(xué)孔院堅持“中文+ 學(xué)術(shù)”特色發(fā)展,創(chuàng)辦了葡萄牙首個中葡國別區(qū)域研究多語種學(xué)術(shù)期刊《東游》,出版《陶瓷之路》《葡萄牙文學(xué)中的東方意象》等多部專著,多次舉辦主題學(xué)術(shù)研討會,為更多致力于中葡關(guān)系研究、中國問題研究、跨文化研究的兩國學(xué)者搭建交流平臺,該孔院也因卓越的辦學(xué)成果于2022年獲評“全球示范孔子學(xué)院”。此外,俄羅斯新西伯利亞國立技術(shù)大學(xué)孔院每年舉辦“一帶一路”框架下中俄雙邊合作研討會,研討中俄多領(lǐng)域合作,為中外學(xué)者搭建學(xué)術(shù)對話的平臺。

The third is to integrate high-quality Chineseand foreign resources and develop a “Chinese +” educationmodel. For example, the Confucius Instituteat the Kore University of Enna in Italy has launched“Chinese + Art” courses and cultural activities, andheld a series of lectures on Chinese drama and film,comparing Italian opera with Chinese Peking Opera,to attract Italian students and the public to learnChinese. The Confucius Institute at the Universityof Aveiro in Portugal adheres to the “Chinese +Academic” development model, founded Portugal’sfirst multilingual academic journal Eastward Journeyon China-Portugal area studies, published manymonographs such as The Ceramic Road and OrientalImages in Portuguese Literature, and held manythematic academic seminars to build an exchangeplatform for more scholars from both countrieswho are committed to the study of China-Portugalrelations, China issues, and cross-cultural research.The Confucius Institute was also awarded the“Global Demonstration Confucius Institute” in 2022for its outstanding educational achievements. Inaddition, the Confucius Institute at Novosibirsk StateUniversity of Technology in Russia every year holdsa China-Russia bilateral cooperation seminar underthe framework of the “Belt and Road Initiative” todiscuss China-Russia cooperation in multiple fieldsand build a platform for academic dialogue forChinese and Russianscholars.

四是促進(jìn)融合發(fā)展,探索孔院本土化路徑。以我校亞美尼亞“ 布留索夫”國立大學(xué)孔院為例,該學(xué)院多年持續(xù)支持當(dāng)?shù)刂行W(xué)開展中文教學(xué),于2015年推動中文納入亞美尼亞國民教育體系??自簬椭夥酱髮W(xué)設(shè)立了“中文師范專業(yè)”,在亞美尼亞建立了斯拉夫大學(xué)本土中文師資培訓(xùn)基地。2024年4月,我出訪亞美尼亞期間, 為首批17位完成培訓(xùn)的本土中小學(xué)國際中文教師頒發(fā)了上崗證書。在孔院的幫助下,亞美尼亞中小學(xué)中文教學(xué)點(diǎn)實(shí)現(xiàn)了本土師資全覆蓋。在本土中文教材建設(shè)方面,孔院的中外教師團(tuán)隊共同編譯了《快樂漢語》亞美尼亞語版本,該教材被亞美尼亞教育科學(xué)部列為中小學(xué)指定中文教材,被中國出版協(xié)會評選為“一帶一路”中外出版合作典型案例。

Four t h , promoteintegrated developmentand explore the localizationof Confucius Institutes. Take the Confucius Instituteat the “Bryusov” State University of Armenia ofDUFL as an example. The institute has continuouslysupported local primary and secondary schools inteaching Chinese for many years and promoted theinclusion of Chinese into the Armenian nationaleducation system in 2015. The Confucius Institutealso helped foreign universities set up a “Chineseteacher training program” and established a localChinese teacher training base for Slavic universitiesin Armenia. In April 2024, during my visit toArmenia, I issued job certificates to the first batch of17 local international Chinese teachers in primaryand secondary schools who had completed thetraining. With the help of the Confucius Institute,Chinese teaching classes in Armenian primary andsecondary schools have achieved full coverage oflocal teachers. In terms of the construction of localChinese textbooks, the Chinese and foreign teacherteams of the Confucius Institute jointly compiledthe Armenian version of Happy Chinese, which waslisted as a designated Chinese textbook for primaryand secondary schools by the Armenian Ministry ofEducation and Science, and was selected by the ChinaPublishing Association as a typical case of “Belt andRoad” Sino-foreign publishing cooperation program.

五是建立孔院工作的聯(lián)盟機(jī)制,促進(jìn)區(qū)域孔院協(xié)同發(fā)展。為促進(jìn)中外合作院校相互學(xué)習(xí)辦學(xué)治校經(jīng)驗,我校與10所孔院的外方合作大學(xué)共同成立了大外孔子學(xué)院合作大學(xué)聯(lián)盟。此外,我校還牽頭成立了遼寧省孔子學(xué)院合作大學(xué)聯(lián)盟并擔(dān)任理事長單位,以及牽頭成立了東北三省一區(qū)孔子學(xué)院聯(lián)盟協(xié)作體,構(gòu)建了以孔院為平臺的國際教育合作網(wǎng)絡(luò),定期信息交流,促進(jìn)資源共享,保障東北地區(qū)孔院辦學(xué)質(zhì)量提升和高質(zhì)量發(fā)展。

Fifth, establish an alliance mechanism for thework of Confucius Institutes to promote the regionalcoordinated development of Confucius Institutes. Inorder to promote mutual learning of school managementexperience between Chinese and foreign partnerinstitutions, DUFL and 10 foreign partner universitiesof the Confucius Institutes jointly established theDUFL Confucius Institute Partner University Alliance.In addition, DUFL also took the lead in establishingthe Liaoning Province Confucius Institute PartnerUniversity Alliance and served as the unit chairman,and took the lead in establishing the Confucius InstituteAlliance Collaboration Organization in the ThreeNortheastern Provinces and One Region, building aninternational education cooperation network based onthe Confucius Institute platform, regularly exchanginginformation, promoting resource sharing, andensuring the improvement of the school quality andof high-quality development of Confucius Institutes inthe northeast region of China.

問:您認(rèn)為大學(xué)校長在孔院建設(shè)中有什么作用?

Q: What role do you think universitypresidents play in the development of ConfuciusInstitutes?

答:大學(xué)校長是學(xué)校的領(lǐng)導(dǎo)者,是學(xué)校教育事業(yè)的規(guī)劃者和引領(lǐng)者。在孔院建設(shè)工作中,大學(xué)校長發(fā)揮著至關(guān)重要的作用。

A: The university president is the leader of theschool, and the planner and guide of the school’s education.In the development of Confucius Institutes,the university president plays a vital role.

其一,大學(xué)校長對孔院工作的重視程度決定了孔院在學(xué)校教育事業(yè)中的地位和發(fā)展高度。從2007年大外建設(shè)第一所孔院開始,孔院工作就由校長主管負(fù)責(zé),學(xué)校充分發(fā)揮中方高校的主體作用,做好孔院發(fā)展的統(tǒng)籌規(guī)劃,將孔院工作納入學(xué)校教育事業(yè)發(fā)展規(guī)劃,確立了國際中文教育和孔院工作在學(xué)校教育事業(yè)中的重要地位,將孔院重要決策事項納入學(xué)?,F(xiàn)代化大學(xué)治理體系,使全校師生認(rèn)識到孔院是學(xué)校國際化辦學(xué)的重要參數(shù),認(rèn)識到用外語促進(jìn)中文國際化是外國語大學(xué)的重要使命。

First, the degree of attention that the universitypresident pays to the work of the Confucius Institutedetermines the status and development level of theConfucius Institute in the university. Since the establishmentof the first Confucius Institute at DUFL in2007, the work of the Confucius Institute has beensupervised by the president. DUFL has given full playto the main role of Chinese universities, made overallplans for the development of the Confucius Institute,incorporated the work of the Confucius Instituteinto the school’s educational development plan,established the important position of internationalChinese education and the work of the ConfuciusInstitute in its educational program. Further, DUFLincorporated important decision-making matters ofthe Confucius Institute into its modern universitygovernance system, so that all teachers and studentsin DUFL realize that the Confucius Institute is animportant partner in the internationalization inDUFL, and that using foreign languages to promotethe internationalization of Chinese is an importantmission for foreign language universities.

其二,大學(xué)校長的全球視野、戰(zhàn)略思維和國際化的教育理念為孔院的發(fā)展提供了指引和方向。面向國際教育市場,作為校長,我始終在思考如何利用優(yōu)質(zhì)教育資源吸納優(yōu)秀國際中文教育人才,拓展國際交流與合作,培育孔院辦學(xué)特色,提升孔院在國際語言文化傳播機(jī)構(gòu)中的影響力和引領(lǐng)作用。我們組建科研團(tuán)隊,主持教育部語合中心“中國高校國際中文教育辦學(xué)主體作用”研究課題重大項目,多次在世界中文大會、中外大學(xué)校長論壇、國際教育論壇中交流探討孔院建設(shè)發(fā)展。大外的孔院辦學(xué)經(jīng)驗和做法為其他孔院提供借鑒作用,極大地提升了學(xué)校的國際影響力,拓展了學(xué)校的國際化辦學(xué)空間。

Second, the university president’s global vision,strategic thinking and internationalized educationalphilosophy provide guidance and direction for thedevelopment of the Confucius Institute. Facing theinternational education market, as a president, I havealways been thinking about how to use high-qualityeducational resources to attract outstandinginternational Chinese education talents, expandinternational exchanges and cooperation, cultivatethe characteristics of the Confucius Institute, andenhance the influence and leading role of theConfucius Institute in international language andcultural communication institutions. We have set upa research team and presided over the major researchproject of the Language and Cooperation Centerof the Ministry of Education of China, “The MainRole of International Chinese Education in ChineseUniversities.” We have discussed the establishment and development of Confucius Institutes at theWorld Chinese Conference, the China-ForeignUniversity Presidents Forum, and the InternationalEducation Forum. The experience and practices ofthe Confucius Institute at DUFL provide a referencefor other Confucius Institutes, greatly enhancing theinternational influence of DUFL and offering moreopportunities for DUFL to have cooperation withforeign universities.

其三,大學(xué)校長可以推動孔院管理機(jī)制與現(xiàn)代化大學(xué)治理體系相融合,在政策和資金等方面,整合全校資源,推動孔院提質(zhì)增效。以大外為例,我們建立了孔院管理制度、財務(wù)管理制度、學(xué)術(shù)委員會管理制度等,我們爭取到一些企業(yè)支持孔院建設(shè),將學(xué)校資源與孔院事業(yè)相結(jié)合。不同于歌德學(xué)院、塞萬提斯學(xué)院和法語聯(lián)盟,孔子學(xué)院是中外大學(xué)之間的合作項目,要在大學(xué)框架內(nèi)獲得很好的發(fā)展,校長的作用很大。

Third, the university president can promote theintegration of the management system of ConfuciusInstitutes with the modern university governancesystem, and integrate the resources of the Universityin terms of policies and funds to promote the qualityand efficiency of Confucius Institutes. Taking DUFLas an example, we have established the ConfuciusInstitute management system, financial managementsystem, academic committee management system,etc. We have won the support of some enterprisesfor the establishment of Confucius Institutes, andcombined the university resources with that of theConfucius Institute. Unlike the Goethe Institute, theCervantes Institute and the Alliance Fran?aise, theConfucius Institute is a cooperative project betweenChinese and foreign universities. In order to promotethe development of the Confucius Institute withinthe university framework, the role of the president isvery important.

其四,建立中外大學(xué)校長層面的溝通機(jī)制,可為孔院的發(fā)展創(chuàng)造良好的外部環(huán)境。在孔院建設(shè)中,我始終堅持中外雙方共建、共享、共管、共贏的理念,在我任職校長以來,學(xué)校每所孔院成立,我都會親自出訪為孔院揭牌。通過與外方大學(xué)建立和保持緊密的友好合作關(guān)系,形成校長層面定期互訪、孔院理事會議的溝通機(jī)制,不斷提升中外大學(xué)合作辦學(xué)理念,強(qiáng)化外方大學(xué)對孔院的支持力度,為孔院爭取良好的基礎(chǔ)設(shè)施,創(chuàng)造良好的外部發(fā)展環(huán)境。

Fourth, establishing a communication mechanismat the level of presidents of Chinese and foreignuniversities can create a good external environmentfor the development of Confucius Institutes. In theconstruction of Confucius Institutes, I have alwaysadhered to the concept of co-construction, sharing,co-management and win-win policy betweenDUFL and foreign universities. Since I became thepresident, I have personally visited each ConfuciusInstitute established by DUFL to unveil the plaque.By establishing and maintaining close friendly andcooperative relations with foreign universities, forminga communication mechanism of president-levelregular visits and Confucius Institute boardmeetings, we can continuously enhance the conceptof cooperative education between Chinese andforeign universities, strengthen the support of foreignuniversities for Confucius Institutes, strive for goodinfrastructure for Confucius Institutes, and create agood external development environment.

A: For Chinese universities, the developmentof Confucius Institutes is an important aspect ofour active participation in international highereducation cooperation and global governance ofhigher education, and of showing the characteristicsof Chinese higher education. Confucius Institutesprovide a good platform and opportunity forChinese universities to open up their education tothe outside world, establish substantive exchangesand cooperation with foreign universities at multiplelevels and in a wide range of fields, and continuouslyimprove their internationalization level and enrichtheir internationalization connotation.
