Wechat which rapidly developed into the largest social networking platform in China，begins to be used to influence grassroots governance process.Contraposing radicalization clues of grassroots political participation through Wechat，taking the case of newly happened Zhejiang Haiyan waste incineration power plant protest as a case，mainly using research methods of observation and interview，this paper：analysis the function of official Wechat platform，private Wechat platform，friendship circle，Wechat group in the early，middle and late stages;summarize reasons of radicalization of Wechat political participation;point out the coupling relationship between Wechat and grassroots democracy;from three levels of bottom-up，interaction and up-bottom，propose suggestions to absorb Wechat political participation through system construction.

In the process of actual policy implementation，there are differences in the performance of policy implementation among the grass-roots government.The main problem is the deviation from the policy objectives，while the grass-roots government can achieve the policy objectives to some extent，which poses a paradox.Through the investigation into the rural policy implementation ofdilapidated houses renovation，the study finds thatthe capacity ofstate identification and the autonomy ofthe grassroots government can explain the paradox.The capacity of state identification in contemporary China is a simple capacity of state identification.The autonomy of the grass-roots government includes two dimensions of self-interest and flexibility.There is an interaction relationship between the capacity of state identification and the autonomy of the grass-roots government，and it affects the performance of policy implementation.The study suggests that the capacity of state identification should be strengthened appropriately.

Governance is a complex theory system and theory jungle，public governance is a branch of governance.Public governance is that in the field of public affairs，the governance body，who is equal and interdependent，achieve governance goal through cooperation，and its formationis established on the basis of western government governance practices.Western public governance theory is rich，of which the new public service theory，network governance theory，holistic governance theory，digital governance theory，public value management theory，on behalf of western public governance five frontier theories，have thebiggest influence.Western public governance five frontier theories，in the concept，structure，methods，tools，mission or goals of governance，make contributions to the formation of the public governance theory system，which include service，network，cooperation，digital，public value，and constitute the system of western public governance theory.Their formation is an innovation，reflecting on new public management theory dilemma and combining with the characteristics of era.Western public governance five frontier theories complement each other，rather than replace，one or some theories in the front，does not mean the disappearance of traditional theory，they are coexist and complementary.

This article attempts to apply the long-term of The Annals School and the structural functionalism，to analyze the three-legged structure of the political contents of Chinese traditional civil-military relations.Then the writer summarizes the social contents of the same civil-military relations form two aspects，which includes extracting social resources for military and the social and economic functions of the army.Finally，this article analyzes the connections between the traditional civil-military relations and the grand political change.Those connections involve the violent logics of regime change，the central-local relations，and the non-institutionalize of Chinese civil-military relations.

In the study of rural election，scholars studiedthe clan，grey black power and rich in village elections and have achieved fruitful results.However，the villagers'election is an organic whole，and between various researchfragmented.For the villagers bribery election，scholars analyzed the causes，manifestations and consequences，but did not reveal the mechanism of bribery.Through the analysis of a case，the purpose is to bridge gaps in research now and reveal the mechanism of bribery.Villagers fraud is the process of market exchange principle instead of the rural social exchange principle，with the market economy into the rural community，the basic marketization of peasants'living，election has become buying and selling election.Under the rules of marketization，the villagers adhere to the“choosing anyone are all the same，”candidates“who choose all the same”，the grass-roots government's adherence to the principle is“who are all the same”.From the clan incurable village，grey black evil forces in village，mutual interactions between and among both alternating development trend，and inner relation，also related to the whole socialenvironment.

Along with social problems and governmental functions concentrating in communities，“Entering the Community”has currently become a main approach of grassroots social governance in China and also forms inverted pyramid-framework of governance.The community system signifies the complexity of multiple governance logic.It is the production of system subjects as“Tiao”and“Kuai”，and also comes from communities'coping strategies and autonomous development.As a result，a mixed governance space which has inherent instability and mechanically contains multiple functions is born at grassroots society.This study takes reforms and practices in H City of Zhejiang Province as cases，and analyses the governance logic of“Tiao”and“Kuai”，constraint conditions，behavior path and the response of communities under different expectation，incentive and constraint.And the response patterns of communities contained by multiple logic would also be discussed.On this basis，this study carries outin response to the government-society relations of China and reforms ofgrassroots socialgovernance.

In order to make a more figurative presentation of Mass Disturbances，this article will make an analogy between an important physical phenomenon—the liquid boils and its processes with Mass Disturbances，through observation and analysis process of the liquid boiling，researching on development law and internal mechanism of the L County’Paul campaign.The study found that，as a society process from quantitative to qualitative change，the development of Mass Disturbances and liquid boiling process follows the same principles and logic，it is the intense molecular motion which is aroused by the"heat conduction mechanism"continue to stimulate and group emotional reach"boiling point"，the key conditions for the outbreak of mainly two：First，to achieve the"boiling point"，that is the critical point of group emotional resonance；the second is the continuous delivery of heat，that is continuous stimulation，which the major factors including“molecular structure”，“thermal system”，”pressure system”and”container space”.In this paper，the theory of social boiling reveal the internal mechanism and the dynamic evolution of Mass Disturbances，also more figurative reflects the Occurring Mechanism of groups moodspread，infection and"resonance".

Social pension service is a long-term task to deal with aging.Virtual nursing home is the experience of the construction of pension services.As two different virtual nursing modes-Suzhou（Canglang）neighborhood virtual nursing home and Lanzhou Chengguan District virtual nursing home，they have used different operation modes including enterprise operation and the operation of the government.They are on behalf of the different economic development situation and play their respective roles.There are some differences between the two kinds of virtual nursing homes，such as the position of responsibility，the source of funds，the construction of the team，the development of enterprises，the problems，the mode of operation and the standardization.The text has carried out a deep comparison and clarified the countermeasures and measures of social construction about pension services.Pension service socialization is not only relying solely on a department or individual to solve problems，should play all aspects of the strength of the interaction including“government，market，society，family，including children and the elderly themselves”，forming join forces of development about endowment service.

Talking about freedom of speech in the context of market is an instrumental path of study which is derived from pragmatism.Since market for ideas and market for goods have the relationship of isomorphism，we shall take both market effect and market failure into consideration when making legislation and policy.The government regulation of market for ideas virtually follows the principle of benefit and cost，so it is necessary to refine and complete the formula which used to analysis the idea’s prosand cons.Categorizing the idea by the sort of information it contains is also a way to review the government regulation.While the regulation of speech usually tends to be over-regulation in reality，because the legislative process can’t reflect the market for ideas exactly and the government naturally has the tendency to suppress the political speech.Such，then，is the vicious circle stand：the over-regulation distorts the market for ideas by encouraging the extreme ideas and opportunistic practice，and that may invite much more serious suppression.To correct the deviated condition，putting the constitutional protection for free speech and the independent judicial review into practice is essential for us to deal with.

The system of the person in charge of the administrative organ appear in court has been implemented for a year.From the sample analysis of the normative documents and the judgment documents，it can be found that the head of administrative organs rarely appear in court，but only part of the case type，while the appearance of the deputy director in court has become normalized，and the deputy director mostly served for the entrusted agent role.Furthermore，the legal effect of the head appear in court is mainly declared，and the courts lack review permissions to the reason why the head do not appear.Moreover，the implementation of the person in charge of the administrative organ appear in court depended on administrative mandatory provisions. With the practice，administrative organs AD litem mechanism should be reformed，the role of judicial proposal be play，perfect the administrative litigation mechanism，and the administrative relative person be given right of claim.
