The global economic slowdown and improved personal incomes at home have led to a decline in the need and supply for Chinese workers overseas.
“We had about 10,000 Chinese workers in Africa from 2011 to 2014, but the number has now declined to around 1,000,” said Cui Hao, deputy general manager of the Overseas Engineering Company of China Tiesiju Civil Engineering Group.
Headquartered in Hefei, Anhui province, CTCE Group is a major player in the construction sector overseas, especially in Africa.
Cui said one of the major causes for the drop is the completion of its social welfare housing project in Angola last year. The project, with a contract value of more than $2.1 billion, provided jobs to more than 8,000 Chinese laborers.
“Recently acquired projects on the continent are mainly the construction of roads and railways, which rely more on machines than humans,” said Cui.
The drop in exported labor was also witnessed by Hefeis Feidong county, which has been the largest source of overseas workers in the province for decades.
“In 2012, at the peak, the county saw as many as 15,000 migrant workers overseas, but the number dropped to around 13,000 last year,” said Guan Shaohua, deputy director of the bureau of commerce in Feidong, which has a population of about 1 million.
“About 80 percent of the workers are employed in the construction sector.”
According to Guan, the countys overseas workers earned about 1.5 billion yuan ($229 million) last year, and are one of the major buyers of local apartments.
Cui said the number of CTCE Groups Chinese employees in Africa is the lowest since the companys largescale entry into the continent in 2008.
“Influenced by the global economic slowdown, many countries have been troubled with climbing unemployment rates. As a result, more and more of them have started to limit the employment of Chinese workers, which was not seen years ago,” said Cui.
A work visa for Angola has become harder to get, while Venezuela has ruled that companies need to hire at least nine local workers for each Chinese.
“Similar ratios are also required by some other countries,” said Cui, whose company has been operating mainly in Africa, South America, Southeast Asia and the Middle East.
Li Meis husband has been working for a Chinese construction company in Singapore since 2011.

For a certain sort of smartphone users, closing apps becomes almost automatic. You doubletap the home button on your iPhone or hit the multitasking key on your Android, and you just start swiping. You close all the apps youve been using. Days, weeks, months worth. Not only is there something deeply cathartic about it, but it feels like a cleansing, a reset. Best of all, with no apps running, your batterys in great shape! Right?
Right?!
Wrong. In the last week or so, both Apple and Google have confirmed that closing your apps does absolutely nothing to improve your battery life. In fact, says Hiroshi Lockheimer, the VP of Engineering for Android, it might make things worse.
Really thats all you need to know. You can stop here. This isnt even particularly revealing, really; its just nice to hear the people who built the platforms confirm it. Heres the takeaway, once again: Stop closing your apps, because its not doing you any good. But if you want to know why, it helps to have a basic understanding of how multitasking works.
On iOS, for instance, there are five different states an app can be in at any given time. (Androids setup is similar enough that we dont need to go over both.) Background is when the app isnt in front of your face but is working, refreshing your emails or bringing in the latest fire tweets. Not Running is obvious: You havent launched it, its not running. Active is up on the screen and doing stuff. Inactive is a transitional phase, where its on the screen but not doing anything as you switch to something else. Last, theres Suspended, which is when an app is in the background and doing absolutely nothing. It just sits in memory like a bump on a log.
On both Android and iOS, algorithms run memory management. Theyll close apps that need to be closed, typically ones that have been dormant for a while or are using more power or memory than they should. And theyre very good at knowing when youre going to need data, or want a refresh, or open an app again. Apps that are already in memory open quickly, rather than having to fully start again; its like waking your computer from sleep rather than rebooting it completely. Youre far, far better off letting the system work for you rather than forcing it to reopen and restart everything every time. Battery questions aside, it makes your phone slower and less coherent.
If youre into saving battery, there are lots of things you can do. Turn down screen brightness. Turn off background refresh for apps. Use Low Power Mode in iOS, or enable Doze on Android. Turn off location sharing for apps that dont need it (which is a good idea regardless). Put the whole thing in Airplane Mode, if youre feeling really crazy. But stop swiping your apps out of view, because its not helping. If anything, its making it worse.

Chinas house prices rose at their fastest clip in almost two years in February thanks to redhot demand in big cities, but risks of overheating in some places combined with weak growth in smaller cities threaten to put more stress on an already slowing economy.
Average new house prices in 70 major cities climbed 36 percent in February from a year ago, quickening from Januarys 25 percent rise, according to Reuters calculations based on data released by the National Statistics Bureau (NBS) on Friday.
That was the quickest yearonyear increase since June 2014, and encouragingly, 32 of 70 major cities tracked by the NBS saw annual price gains, up from 25 in January.
Ordinarily, that should be welcome news for policymakers who have rolled out a raft of stimulus measures to support an economy growing at its slowest pace in a quarter of a century.
But the divergence in house prices—surging values in bigger cities and depressed markets in smaller cities plagued by a supply glut—makes Beijings job harder as it looks to reanimate growth without inflating asset bubbles.
“The governments allout encouragement of housing sales seems to be working, but at the cost of surging prices in big cities,” said Rosealea Yao, an economist at Gavekal Dragonomics in Beijing.
“These surges in big cities are not sustainable and would increase uncertainties and instability in the overall housing market.”
The data showed tier 1 cities, including Shenzhen, Shanghai and Beijing, remained the top performers, with prices surging 569 percent, 206 percent and 129 percent respectively.
SMALLER CITIES, BIGGER HEADACHES
“Prices in firsttier cities are very expensive now, its hard for new families to afford a home,” said Tan Huajie, vice president Chinas biggest property firm Vanke.
The trouble is that speculators and ordinary investors, who have been shaken by the summer crash in mainland stock markets, are increasingly ploughing their money into the housing market—most of it going to the frothy sector in big centres.
A slowing economy has also meant most jobs are in the biggest cities, drawing more people into these places and feeding the insatiable demand for homes.
A breakdown of NBS data showed that a slew of government measures and increased lending has failed to arrest persistent softness in property markets in smaller cities where a glut of unsold houses have weighed on prices.
Most thirdtier cities still saw onyear prices drops in February, though the declines eased from the previous month.
POLICY CHALLENGE
With the broader economy decelerating amid weak exports, factory overcapacity, slowing investment and high debt levels, authorities are hoping the property market will help stabilise growth.
But signs that some places may be overheating even as prices remain depressed in smaller cities complicate matters for policymakers.
While fears of a hardlanding for Chinas economy have abated in recent weeks, Beijing cannot afford a housing market crash in the big cities given the real estate industry and related investment activities account for 15 percent of gross domestic product.
Underscoring the importance of the sector to the $10 trillion economy, Fridays home data helped fuel strong gains in steel and iron ore futures in Shanghai.
Senior Chinese officials raised alarm over the countrys overheated housing market during an annual parliament meeting last week.
In an effort to deter speculation, some officials have suggested the release of more public land for sale in areas with the hottest price rises, while others have vowed to crack down on players illegally lending homebuyers to make downpayments.
Chinas housing Minister Chen Zhenggao acknowledged on Tuesday that price divergence in Chinas big and small cities poses a challenge for housing market policy controls.
